IntroductionThe Jamestown School Department (JSD) is seeking proposals from qualified individuals or firms to provide Project Management services to support JSD and its Facility Committee in conducting a comprehensive School Facility and Site Study.
The selected Project Manager (PM) will serve as the primary point of contact between the Facility Committee, the Jamestown Superintendent, and the professional Educational Planner/Architect engaged to perform the study.
BackgroundJSD operates two schools serving approximately 400 students in grades pre K-8.JSD is undertaking a comprehensive School Facility and Site Study to:
Assess current building conditions and capacity; Develop demographic and enrollment projections; Identify opportunities for efficiencies and shared use with Town-owned facilities; Define physical, financial, and regulatory constraints; Recommend next steps for school facility plans and investments.
The Project Manager will coordinate the process, facilitate communication among all parties, and oversee the timeline and deliverables.Scope of ServicesThe Project Manager shall perform the following services, including but not limited to:

Coordination & Communication Serve as primary liaison between the Superintendent, School Committee, Facility Committee, Town officials, and the Educational Planner/Architect.
Schedule and organize regular (typically monthly) Facility Committee meetings. Prepare and distribute meeting agendas in coordination with the Superintendent and Committee Chair. Attend meetings and record detailed minutes and action items. Support the implementation of systems for community updates and input, including meetings, social media, and website updates.B. Planning & Oversight Finalize and maintain a master project schedule including major milestones.
Assist in the preparation and management of the RFP for the Educational Planner/Architect, including participation in interviews, reference checks, and contract negotiations.
Oversee the Educational Planner/Architects work to ensure adherence to project goals, schedule, and budget. Review consultant deliverables (conditions assessment, demographic analysis,options, etc.) and prepare summary reports for the Facility Committee and School Committee.C. Reporting & Deliverables Provide monthly progress reports summarizing activities, milestones, issues, and recommendations. Maintain organized project files and correspondence. Ensure the Facilities Committee delivers a final report at the conclusion of the study.
Term of EngagementThe expected term is from November 2025 through July 2026. Extensions may be negotiated as needed. Time commitment is estimated to be ~2-4 hours per week.
Proposal RequirementsInterested individuals or firms must submit proposals including the following:1. Cover Letter summarizing understanding of the scope and qualifications
Letter should include:
a) experience with project management. Similar public-sector and/or educational facility planning projects highly desirable; b) Proposed Approach and description of methods to manage communication, schedules, and consultant oversight. Familiarity with Jamestown town government or schools a plus.2. Company Profile / Rsum of the individual or firm.3. References (minimum of three).4. Fee Proposal, including hourly rates and an estimated total cost based on the anticipated duration.
