The incumbent serves as the Supervisory Social Worker HUD-VASH for Social Workers assigned to the HUD-VASH Program at Mountain Home. The Social Worker Program Coordinator assumes the administrative and clinical responsibility for the management of the assigned Social Workers who function within the program.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
  • Education - Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure - Social worker positions int the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going tohttp://vaww.va.gov/OHRM/T38Hybrid/.


May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).


Grade Determinations:

GS-13 Level Supervisory Social Worker:

Licensure.
Must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

Experience. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-masters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities:
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social worker services by supervised social workers.
  4. Ability to delegate authority, mange priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  5. Ability to analyze organization and operation problems, develop and implement solutions that result in efficient operation, and use data effectively to manage workload, quality, performance, and productivity within the service.
  6. Ability to provide staff training and development.


Preferred Experience: Homeless and Supervision experience preferred.

The full performance level of this vacancy is GS-13.

Responsibilities:

The incumbent is administratively responsible for the programs to ensure program compliance with national, local, The Joint Commission (TJC), and Commission on Accreditation of Rehabilitation Facility (CARF) guidelines and directives. The duties of the incumbent are highly complex and require an in-depth administrative knowledge, clinical expertise, and complex program managerial skills in the independent management of homeless and employment services. The incumbent plans, develops, implements and oversees all components of the HUD VASH Program.

Duties include but are not limited to:
  • Determines and recommends the budgetary and staffing needs of the programs and ensures the programs provide integrated and highly coordinated clinical and intensive case management services.
  • Provides outreach, crisis intervention and case management services to homeless and precariously housed Veterans.
  • Provides services at an advanced practice level and provides clinical intervention through groups, individual/family crisis services and case management to eligible Veterans and their family members to meet biological, psychological, social, and housing needs.
  • Assists the Homeless Programs Coordinator in planning, establishing, and implementing policies and procedures; developing individual and/or program goals and objectives as well as monitoring, evaluating, coordinating and overseeing the Social Work staff of the assigned program.
  • Performs the administrative and personnel management function relative to the staff supervised.
  • Observes the staff's performance, completes documentation reviews and provides performance feedback.
  • Conducts ongoing program evaluation and data-driven quality improvement projects, including the collection, tabulation, and presentation of clinic/program statistics, trends, and outcome measures.
  • Assures the Social Workers supervised are aware of and adhere to all current directives of Veteran Heath Administration (VHA) and meet current Joint Commission standards, State Licensure standards, and Office of the Inspector General (OIG) expectations.
  • Monitors compliance of staff with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures.


Work Schedule: Monday- Friday 7:45am- 4:30pm

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
