Performs experienced work inspecting new and remodeled residential dwellings and commercial buildings in multiple trades to ensure compliance with federal, state, and local ordinances.

Responsibilities

  • Oversees work of team members during operations including accountability for job completion, materials selection, coordination of logistics, and overall welfare and performance of assigned personnel. Serves as a technical representative of the Building Official; acts as liaison between Building Safety and Permits Division staff and trade contractors and property owners regarding correction of work, additional work to complete construction, and appointments for inspections; acts as liaison with other jurisdictions inspection departments.
  • Oversees work of Inspectors and conducts a broad range of inspections in residential and commercial construction work within one or more system areas (building; plumbing/mechanical/gas; electrical; or combination) to comply with the Virginia Uniform Statewide Building Code (USBC) and County ordinances; designates each inspected system as approved or rejected; investigates work performed without a permit.
  • Assists plan review staff with plan reviews; reviews plans for assigned construction discipline with inspectors and Plans Examiner to ensure inspectors are familiar with inspection methods and procedures; performs plans review for residential and commercial structures when assigned.
  • Plans daily work schedules for Inspectors; reviews assigned inspection tickets to verify proper sequence of inspections; maintains effective working relationships with the inspectors, plans examiners, contractors, building owners, and the public; provides training and prepares written performance evaluations for inspectors; plans daily work schedule for assigned construction discipline to assure even distribution of work, expeditious handling of priority inspections and meeting of schedules and deadlines; assigns field inspections and investigations; provides cross-training to Inspectors.
  • With direction from the Building Official Section Chief, interprets codes and regulations pertaining to the assigned construction discipline; instructs inspectors in proper use of governing Code and office procedures; keeps inspectors informed of significant changes; participates in the review of new or revised codes.
  • Performs other duties as assigned.

Qualifications:

  • Any combination of education and experience equivalent to a high school diploma, preferably supplemented by courses in building or electrical construction technology and considerable experience in the electrical or mechanical trades; or fire protection, elevator, or property maintenance work.
  • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Must obtain within 18 months of hire either International Code Council (ICC) or National Certification Program for Construction Code (NPCCI) Inspector certification.
  • Must possess Master or Journeyman Electrical license. (Electrical Inspectors only)
  • Must possess a Residential or Commercial Combination Inspector certification from the Commonwealth of Virginia Department of Housing and Community Development.
  • Must possess, or be able to obtain within 18 months of hire, certification in Residential Energy, Commercial Energy Inspection or Fire Protection General from the Commonwealth of Virginia Department of Housing and Community Development.
  • Must possess or be able to obtain within 18 months of hire certification in Plan Review in the appropriate area of expertise (Building, Mechanical/Plumbing, or Electrical).
  • Knowledge of codes, principles, techniques, and equipment used in electrical installations; and, effective corrective measures; knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in use of computer software, including Microsoft Office Suite.
  • Ability to communicate effectively both orally and in writing; prepare and present technical information clearly; establish and maintain effective working relationships with professional colleagues, employees, representatives of other public agencies, and the public.
