TITLE: Construction Project Manager                                          FLSA STATUS: Exempt

DEPARTMENT: Property & Asset Management                         UNION STATUS: None

REPORTS TO: Deputy Chief Property Officer                              SALARY RANGE: $65,000 – 75,000


 

POSITION SUMMARY

The Construction Project Manager will manage projects from inception through close-out, be accountable for adherence to the project budget schedule and completion of the approved scope. The Construction Project Manager will communicate expectations to team members and stakeholders and resolve any issues throughout the project life cycle. Additionally, the Construction Project Manager will lead the management of the design contract, oversee scope development, manage the internal review process for design, review constructability logic and value management, and manage overall project coordination. This position will be accountable for successfully executing larger more complex and higher value contracts with Architects/Engineers and other technical consultants and coordinate the design review efforts with JHA, City of Jacksonville Department of Buildings and other regulatory agencies to ensure that all design documents comply with Federal, State and Local regulations and guidelines. Serve as mentor to other project managers.


 

DUTIES AND RESPONSIBILITIES

  • Achieve project objectives by creating clear and attainable project plans, building scope of work requirements, managing project cost, project schedule, and scope of work.  
  • Act as the JHA liaison for activities between the JHA, Architects, Engineers, Consultants, General Contractors, Asset Management and Tenant groups. 
  • Plan the project programs, implement project objectives, plan, monitor, control, and record all activities throughout the project’s lifecycle. 
  • Facilitate a total team method to define each project scope, project goals and stakeholder deliverables.
  • Manage project budget and project resource allocation. 
  • Perform all design reviews for accuracy and adherence to applicable codes. 
  • Supervise the overall performance of all projects relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation.
  • Track project deliverables using appropriate project control tools, monitor and report weekly projects and present progress, problems and recommended solutions to all stakeholders.
  • Monitor and record project performance and measure variances from the contract documents and report on progress of the project to all stakeholders.
  • Responsible for holding weekly project meetings with all consultants as well as on-site construction meetings with the general contractor, architect, and various other stakeholders.
  • Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through JHA’s internal systems. 
  • Identify potential problems and establish corrective actions in a timely manner. 
  • Review and approve contractor’s progress schedules; reviews and approves the monthly progress invoice packages for all parties of the project, while tracking the internal process until payment is issued. 
  • Monitor and record project performance and measure variances from the contract documents and report on progress of the project to all stakeholders.
  • Maintain accurate project records using the project management system of record to document all contingency usage requests, change orders, request for information, scope of work revisions, potential change orders, contractor three week look ahead schedules, project personnel activities, and overall project progress until completion.
  • Review all project related bulletins, potential change order proposals, independent cost estimates, and negotiate acceptable pricing for approval. 
  • Review of close-out documents, including as-builts, for adherence to the contract documents and JHA standard operating procedures. 
  • Manage all activities of the architect of record, engineers, project consultants and the general contractor from notice-to-proceed through close-out and final billing. 
  • Supervise and manage multiple projects concurrently. 
  • Work with leadership to develop and implement training programs for staff and lessons learned for all assigned projects. 
  • Must be available to respond to crisis situations twenty-four hours a day, seven days a week. 
  • Perform other duties as assigned.


 

QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Architecture, Engineering, Construction Management or related field or equivalent field/management experience, with a minimum 4 years of responsibility in a project manager role for construction and or building maintenance projects. Preferably for City of Jacksonville agencies or HUD projects. This individual must possess excellent communication (written, verbal, and interpersonal) and negotiation skills. Effective problem-solving skills along with excellent organizational and planning experience.


Must be able to meet schedule and budget commitments in a dynamic environment. A working knowledge of federal, state and local housing regulations and budgeting/accounting principles is preferred.


Must have a valid driver’s license and be able to travel to project sites.


Must have demonstrated the ability to successfully manage multiple projects. Proficient use of MS Office is required.


Minimum OSHA 30-Hour certification required or obtained within six (6) months of employment. PMP and CCM Certifications are desired.


Other: Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License.

 

Knowledge, Skills, and Abilities 


  • Strong knowledge of the principles, practices, and regulations within city and state building codes
  • Strong knowledge of NFPA and local fire codes
  • Knowledge of HUD and organizational regulations, policies, and procedures
  • Knowledge of Microsoft Office Suite, copier, printer and fax
  • Knowledge of the principles of communication
  • Knowledge of computer operation, hardware, and software
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, and apply HUD and organizational rules, policies, procedures,
  • and instructions
  • Ability to communicate orally and in writing
  • Ability to establish and maintain effective working relationships with the residents,
  • businesses, and other organizations
  • Ability to use sound judgment in order to make decisions in accordance with established
  • procedures and guidelines
  • Skilled in analyzing situations in order to identify problems and offer possible solutions
