Description

The Jacksonville Aviation Authority (JAA) welcomes applications for the Cecil Airport & Spaceport Specialist position through midnight on Sunday, December 8, 2024.

Job Summary

This is high level administrative and operational work responsible to ensure daily General Aviation Airport Operations and Commercial Spaceport Operations are conducted in accordance with Federal Aviation Regulations, State Statutes, local ordinances and JAA established airport and spaceport programs, procedures, rules, and regulations. This position also reviews lease information for tenant compliance and is responsible for the data entry of information. The work requires knowledge of lease management, and the principles and procedures of lease administration usually gained through education and on-the-job experience. The work also requires knowledge of all aspects of airport business and operations usually gained through education and on-the-job experience. Contacts with others require courtesy, tact, effectiveness in dealing with others and skill in managing vendor relationships. The work is performed following clearly defined policies and principles and involves a variety of situations in which the employee is required to exercise judgement in the evaluation and accomplishment of project objectives. The work is performed on the airfield and in an office environment where employee is required to use a computer and other standard office equipment. The work is performed under limited supervision where work assignments are subject to established procedures, practices, methods, and policies. The employee plans and organizes the work and determines own priorities, and the work is reviewed, usually after-the-fact, in terms of quality, timeliness and adherence to established policies and procedures. This is an individual contributor position which reports to the Cecil Airport and Spaceport Operations Manager.

Qualifications


Essential Functions

  • Manages the daily operations of the general aviation airport and spaceport by conducting airside, landside, Spaceport and facility inspections to ensure airport policies, procedures, compliance, and customer service is maintained.
  • Maintains and prepares airport and Spaceport operational reports while performing annual updates to program manuals for publication internal and external distribution.
  • Monitors the arrival, parking, refueling, loading, and departure of all aircraft and Reusable Launch vehicles. 
  • Administers and monitors the Airport and Spaceports Safety Risk Management System program; during airport/spaceport emergencies provides front line supports to the incident commander.  Maintains Explosive site plan requirements for Part 420 operations.
  • Responds to all Airport and Spaceport emergencies, coordinating airfield closures with the ATC Tower.  Conducts incident inspections, and interviews personnel to collect operational, and safety data.  Analyzes the data and implements controls to increase operational safety and improve and mitigate general aviation airport and FAA spaceport license liabilities.
  • Assist in implementation of Airport/Spaceport Emergency Preparedness, management and communicates with the Airport Emergency Operations Center (AEOC).
  • Maintains general aviation airport and spaceport project management controls over all aspects of the airport business, including but not limited to (airport operations, spaceport operations, emergency management, business recovery, communications, air traffic control tower operations, environmental conditions, and FAA Wildlife Hazard Management Plan, FDOT Airport Security Plan and general facility management and operations).
  • Assesses and administers the airport and spaceport access program, conducts monthly badge audits; schedule access/badge sessions; processes all badge requests, enters data, authenticates application, issues airport access levels, and performs badge development.
  • Provides oversight for conditions associated with construction activity mitigating risk to  operational safety and security during construction (i.e. attending capital project design, pre-bid and pre-construction meetings).
  • Manages day-to-day general aviation airport operation and maintenance contract functions in accordance with budget constraints and procurement procedures.
  • Assists the Operations Manager and Airport Director in community outreach programs and initiatives.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of administration and management in a general aviation and commercial spaceport environment to include airport and spaceport operations procedures, fuel operations, emergency management, security and safety protocol, environmental programs, Foreign Object Debris (FOD) and awareness program.
  • Strong personal leadership and communications skills. proficient in verbal and written communication skills (technical and non-technical).
  • Ability to exercise initiative and judgment in the application of Federal, State and JAA rules, regulations, directives, and advisories governing Cecil operations.
  • Must have general knowledge of the aviation and spaceport rules and regulations, specifically 14 CFR Part 420, FAR Part 91, 77, 49 CFR 1540 and 1542, and FDOT Airport Inspections.
  • Must have demonstrated knowledge and experience in operational risk management and FAA safety management systems (i.e. mitigates injuries, liabilities, and damage to property and or equipment, collects data and witness statement and develops solutions/corrective actions, documents account and facts).

Required Education & Experience

  • Bachelor’s degree in aviation management, or aviation business administration; and
  • Three (3) years of work experience on a General Aviation or FAA Part 139 Commercial Service or internship with JAA Operations.

Preferred Experience

  • Part 107 licensure
  • FAA certificate (e.g. AMP, Pilot, or control tower operator).

Licenses & Certifications

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
  • Florida Class E Driver’s License may be required and must be maintained.
  • Must be able to work in the United States and Federal facilities.

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a workstation or on the airfield for extended periods of time and may involve lifting objects weighing up to 50 pounds. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
