As a senior leader for the operations division, is responsible for managing, overseeing, supervising, and planning activities, functions, and personnel related to road and construction maintenance, fleet, and inventory services. Inspects roadway conditions, equipment and vehicles, and inventory needs for the maintenance of county roads and state trunklines. Prioritize, schedules, and monitors the work for employees. Regularly communicates with Director of Operations to provide information on operations, roadway conditions, fleet, and/or inventory, utilizing reports, schedules, and computerized systems. Develops and maintains working relationships with the public, vendors, service providers, and stakeholders.

This is a full time, non-union, exempt level position with primary initial focus on inventory services. Successful candidate must be flexible and will be cross-trained to perform the duties as Superintendent for all functional areas including inventory, fleet, state trunklines, and county road services. Summer hours are Mon-Thu, 6 am to 4 pm; Winter hours are Mon-Fri 7 am to 3 pm.

KEY RESPONSIBILITIES:

1. Supervises JCDOT union personnel, utilizing safe and efficient work methods. Reviews daily assignments of employees and makes adjustments due to emergencies and absent employees. Determines workload and priority of assignments; schedules and monitors operational, training, and maintenance activities.

2. Provides guidance and assistance for employees and discusses work related problems with employees. Promotes teamwork and positive working relationships with employees, co-workers, and leadership. Disciplines JCDOT personnel when needed in coordination with the Director of Operations and Senior Human Resources Manager.

3. Performs various personnel functions such as instructing, monitoring, approving department work, and scheduling overtime, training, and paid time off periods. Reviews and approves daily work orders, timecards, and worksheets and maintains related records and reports in coordination with the Director of Operations.

4. Interacts with government officials, utility companies, Michigan Department of Transportation, and the general public to explain work activities and resolve problems or complaints while maintaining positive public relations.

5. Assists in making projections and monitors inventory to ensure that adequate supplies of materials, equipment, and other items on hand meet the needs of the operations team. Prepares requisitions, cost analysis, spreadsheets, and periodic management and operational reports.

6. Remains available 24 hours a day as needed for roadside patrolling during inclement weather, emergencies, and work scheduled outside of normal work days/hours. Evaluates, monitors, and schedules work assignments applicable to the Dept. of Transportation maintenance areas during those events.

7. Responsible for cleanliness and safety, ensuring safe work practice within areas, such as the stockroom, shop, maintenance area, construction zones, and yard.

8. Responds to questions and provides information to the Managing Director or designee regarding equipment, safety, accidents and injuries, inventory, and operational plans and activities.

9. Assists with the Department of Transportation drug testing program in coordination with the Senior Human Resources Manager.

10. Regularly attends meetings, workshops, conferences, trainings, including overnight travel, for updates regarding human resource management, road maintenance, fleet & equipment, road construction, accounts payable and receivables, inventory, and other topics applicable to the position.

FLEET

11. Assures that all trucks and equipment are in good working condition and that repair requests are made timely and spare trucks and equipment are available for substitution. Analyzes fleet condition and makes recommendations on needed maintenance, maintenance priorities, and policies and procedures. Responsible to Red Tag and remove unsafe vehicles and equipment from the fleet.

12. Develops and prepares vehicle and equipment specifications for purchase and/or bid process.

13. Coordinates with vendors for quotes, outside repair work, warranty work, etc. Maintains contact with vendors regarding current status of equipment repairs and purchases.

14. Searches for the best price and orders necessary parts for repairs and maintenance and reviews new equipment options. Requests purchase orders for service and parts required for fleet maintenance and repair. Reviews and approves all shop and vehicle maintenance invoices for proper expense recognition.

15. Performs and assists with maintenance jobs as work flow demands. Inspects and drives repaired vehicles and equipment to verify repairs.

16. Maintains computerized recordkeeping system for the preventative maintenance program.

INVENTORY

11. Supervises inventory levels of parts, materials, supplies, and equipment are within prescribed and acceptable limits. Determines appropriate specifications of parts, materials, supplies, and equipment that are not currently in inventory by working with the appropriate mechanics, operators, and management staff; reviewing catalogs and maintenance manuals; and discussing recommended items with various vendors.

12. Executes purchase orders, when appropriate, to re-establish inventoried items continually assure the best possible quality and price.

13. Oversees the utilization of a computerized stock control program to receive incoming materials and reconciles received and disbursed items against invoices and work orders.

14. Organizes inventory using a bar coded identification system. Implements improved security and storage procedures to reduce any loss of items. Conducts an annual audit of all inventoried items. Addresses discrepancies in inventory items.

15. Processes requests for unique one-time purchased items, as well as, inventoried items. Participates in purchasing efforts with other units of government.

16. Coordinates with the County Facilities Department with respect to building, cleaning, and grounds service requests.

17. Updates and maintains the department’s on-line Material Safety Data Sheet program. Coordinates with JCDOT’s personnel handling safety matters and the County Facilities Department as appropriate.

STATE TRUNKLINES

11. Makes regular inspections of road conditions, state trunklines, rest areas in the service area, and work performed to determine maintenance needs. May need to remove road obstructions and assist employees with assigned duties. Frequently drives to work areas to review quality, efficiency, and safety of work operations.

12. Prepares various required reports such as equipment, materials and supplies usage, damaged street and road signs, accident reports, and district activity reports in coordination with the Director of Operations.

13. Makes recommendations to the Director of Operations on needed policies and procedures regarding state highway maintenance and conditions. Recommends and prioritizes state maintenance programs.

COUNTY ROADS

11. Makes regular inspections of road conditions and/or projects in the service area to determine maintenance needs, timelines, equipment, demands and any other necessary job-related functions for the projects or job duties. May need to remove road obstructions and assist employees to meet assigned job deadlines. Frequently drives to work areas to review quality, efficiency, and safety of work operations.

12. Prepares various required reports such as equipment, materials and supplies usage, damaged street and road signs, accident reports, and district activity reports in coordination with the Director of Operations.

13. Makes recommendations to the Director of Operations on needed policies and procedures regarding roadway maintenance/construction needs and conditions. Recommends and prioritizes road maintenance/constructions projects & programs.

14. Assists the Director of Operations and engineering team in the planning of sealcoat and wedge programs, preparing estimates for local road construction and heavy maintenance.

EMPLOYMENT QUALIFICATIONS

Education: Required Bachelor’s Degree in project management, construction management, road maintenance, road construction, vehicle repair, and/or business management. Equivalent work experience related to the position may be considered in lieu of education requirements as determined by the Managing Director.

Experience: A minimum of seven years of experience in road construction, vehicle repair, and/or road maintenance supervision. Prior supervisory or crew leader experience managing a team of employees at multiple levels is required. Experience involving accounting, inventory control, and/or fluent computer operations is preferred. At the discretion of the Managing Director, an equivalent combination of education and experience may be considered.

Other Requirements: Possession of a valid Michigan Driver’s License; CDL with A Endorsement preferred. Ability to pass a DOT physical and drug screen.
