SUMMARY OF RESPONSIBILITIES:
Supervises Circuit Court Clerk staff, Assistant Chief Deputy, Elections Director, Jury Coordinator, Administrative Assistant, Aware Staff, Casual Employees, and oversees the processing and maintenance of all records of these offices. Manages the Concealed Pistol License Portal through the Michigan State Police Firearms Division. Attends Elected Official Meetings, Department Head Meetings, Budget Meetings, MACC Legislative Meetings, and others as required. May perform any and all functions of the County Clerk as delegated by the latter under the provisions of MCL 45.41. Sworn to act as the successor of the County Clerk/Register of Deeds, according to statute. Essential functions include but are not limited to:
1. Acts in the stead of the County Clerk/Register of Deeds, pursuant to the provisions of Sec. 45.41 of the Michigan Compiled Laws.
2. Chief Deputy Clerk of the Board of Commissioner Committee Meetings and Chief Deputy Clerk of the Board of Commissioner Regular Meetings, as assigned. Attends Elected Official, Department Head, Budget, MACC Legislative, and other Administrative Meetings.
3. Develops, implements, administers, updates and modifies operating policies and procedures to ensure continuing substantive and procedural compliance with new and amended federal, state and local statutes and ordinances, judicial precedents, administrative rulings, and State Court Administrator’s Office rules and regulations.
4. Interprets and applies substantive and procedural provisions of the Michigan Compiled Laws, judicial precedents, administrative rules and regulations and other federal, state and local statutes, ordinances and regulations governing the documentation, certification, retention, indexing and storage of the vital records of the County.
5. Interprets and applies substantive and procedural provisions of the Michigan Compiled Laws, State Court Administrator’s Office rules and regulations, Michigan Court Rules, judicial precedents, administrative rules and regulations and other federal, state and local statutes, ordinances and regulations governing case flow management; creation, documentation, indexing, retention and storage of Circuit Court case records; and the collection of and financial accountability for fines, fees, court costs, restitution, victim’s impact fees and financial sanctions levied by the Court.
6. Participates in the development of requests of proposals for vital, court records management, elections, and jury technology; review and selection of vendors; project installation and software customization, testing and implementation; and training of users.
7. Meets with Local and State Officials, Judges, Court Administrator, District Court, Prosecutor, FOC, and other Court Staff regarding various court functions.
8. Assists the Clerk in the administrative functions of the office, includes preparing the annual budget by collecting background data from finance, juror and other records, preparing expenditure vouchers and monitoring the budget of the office, performance management, and administration of policy and procedure.
9. Assists telephone callers and walk-in visitors by providing information and assisting in the processing of records related to all aspects of the County Clerk’s Office. Assists staff in responding to questions, complaints and challenges from customers at the counter relating to all aspects of the County Clerk’s Office. Performs duties of all other department staff as necessary due to absences or workload, includes backing up staff and performing daily balancing of cash receipts, processing direct pay vouchers, and performing related bookkeeping activities.
10. Point person for Concealed Pistol Licenses. Responsible for all legislative changes regarding CPL’s, as well as staff training and implementation. Enters data in LEIN, and prepares all letters to applicants. Manages the Concealed Pistol License Portal through the Michigan State Police. Responsible for Issuing, Denying, Suspending and Revoking licenses. Works with the Michigan State Police Firearms Division regarding all things related.
11. Reviews and maintains web pages to ensure current and accurate content.
12. Second signature for Circuit Court Escrow Accounts. Includes opening, closing, and disbursement of accounts.
13. Approves payroll, AP batches, Daily Deposits, Restitution, and Employee Reimbursement Forms.
14. LEIN - Makes corrections to Criminal History Reports. Enters, modifies, and cancels Conditional Bonds. Validates Bench Warrants through LEIN on a monthly basis.
15. Works evenings, weekends, and holidays as necessary.
16. Participates in various seminars and conferences. Member of the Michigan Association of County Clerks and attends quarterly meetings and conferences. Member of the United County Officer Association, and attends educational meetings and conferences.
SALARY COMMENSURATE WITH EXPERIENCE:
Education: Bachelor’s Degree or equivalent in business or a related field. An equivalent combination of education and experience may be considered.
Experience: Five to Seven years of experience which provided familiarity with all aspects of the operation of the County Clerk’s office. Ability to type 45 wpm.
Other Requirements: Valid Michigan Drivers’ License. Must have the ability to be LEIN certified. Must obtain Election Officials Accreditation.

1. Thorough working knowledge of the substantive and procedural requirements, rules and regulations governing the recording of documents establishing birth, death, marriage and other vital records.
2. Thorough working knowledge of the federal and state statutes governing the creation, maintenance, retention and storage of court records.
3. Thorough working knowledge of State Court Administrator's Office rules, regulations and requirements, Michigan Court Rules, and civil, criminal, domestic relations, family law and felony traffic court processes and procedures.
4. Thorough working knowledge of Michigan business law and the Michigan Compiled Laws provisions governing the recording and maintenance of legal documents establishing and/or dissolving sole proprietorships, partnerships, limited liability corporations, and other operating business.
5. County Clerk and Chief Deputy Clerk thorough working knowledge of County policies and procedures.
6. Thorough working knowledge of management and supervisory principles and practices.
7. Thorough working knowledge of the principles and practices of fund accounting and public finance and administration.
8. Thorough working knowledge of budget development and control principles and practices.
9. Thorough working knowledge of records management principles and practices.
10. Knowledge of fragile document preservation techniques.
11. Thorough working knowledge of records management software applications.
12. Thorough working knowledge of word processing, spreadsheet and database management applications software and knowledge of GIS applications.
13. Well-developed human relations and interpersonal skills.
14. Team building skills and familiarity with the principles and practices of continuous improvement.
15. Excellent organizational skills and the ability to prioritize the workload.
16. Excellent communications skills and active listening skills.
17.
