Position Overview
Coordinate, plan, organize, control and implement local emergency management activities under the direction of the Emergency Management Director. Grade 22
Duties and Responsibilities
- Assist the Emergency Management Director in coordination, planning, organization, control and implementation of local emergency management activities.
- Maintain positive and effective working relationships with a wide variety of federal, state, regional and local officials and agencies in order to coordinate and provide logistical support as needed.
- Command staff member and nighttime operations manager for county Emergency Operations Center (EOC) during disaster response and recovery.
- Respond to emergencies and incidents during normal business hours
- Rotate on-call with other emergency management staff to include working nights, weekends, and holidays as needed.
- Coordinate training programs, drills, and multi-agency exercises; assist in designing scenarios, evaluating performance, and documenting after-action reports.
- Research best practices and emerging technologies to improve preparedness, response, recovery, and public alerting capabilities.
- Attends all necessary and pertinent trainings.
- Performs other related job duties as assigned.
Education and Experience
Associate degree and five (5) to less than ten (10) years directly related experience; or Bachelor degree and two (2) to less than five (5) years directly related experience; or Master degree and two (2) or less years directly related experience; or an equivalent combination of education and experience. Bachelor degree is preferred.

- Possession of a valid, State of North Carolina driver license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
- Must possess certification from National Incident Management Systems (NIMS) courses 100, 200, 700, and 800.
- Certification from NIMS courses 300, 400, and O-305 are preferred.
- FAA Part 107 Certification preferred.
- AHIMT (Incident Management) Credentials preferred.
Knowledge, Skills and Abilities
- Knowledge of county and departmental policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of federal, state and county ordinances and regulations.
- Knowledge of hazardous materials responses, emergency management systems, and rescue operations.
- Skill in operating specialized communication equipment.
- Skill in operating a computer and various office equipment.
- Skill in prioritizing and organizing work.
- Skill in oral and written communication.
- Ability to operate a motor vehicle.
- Ability to work an irregular schedule, to include nights, weekends, holidays, and in the event of an emergency.
- Ability to operate two-way radios, cellphones, and other specialized communications devices.
- Ability to work in adverse conditions with limited supervision.
- Ability to communicate effectively, both orally and in writing.
- Ability to exercise sound judgment and rational thinking under stressful and/or dangerous circumstances.
- Ability to evaluate various options and alternatives and choose an appropriate and reasonable course of action

- Ability to effectively communicate and interact with management, employees, members of the general public and other groups involved in the activities of the County as they relate to the department.
