Base Rate: $66,832.62 (with built-in overtime)

Role and Responsibilities

Under limited supervision, performs various supervisory duties at an assigned fire station for the County's Fire Department.  Employee is responsible for the operations, readiness and performance of personnel and equipment on a particular shift for all stations in the County.  Work also involves providing maximum pre-hospital emergency care and protecting property using firefighting skills.  Employee directs the daily assignments of persons on duty.  Employee serves as Emergency Medical Technician/Paramedic on rescue missions.  Employee is subject to the usual hazards of firefighting duties and emergency rescue work, including risk of exposure to infectious diseases.  Reports to the Fire and Rescue Chief.

Essential Job Functions

Duties may include, but are not limited to the following:

Directs the daily operations of an assigned shift for all Fire and Rescue stations in the County; enforces department policies, procedures and protocol for firefighting and emergency rescue operations.

Directs personnel in fire-ground operations; monitors the performance of shift personnel, providing feedback to personnel following each incident; operates fire apparatus and equipment, as needed.

Directs personnel in EMS and MCI scenes and operations; monitors the performance of shift personnel on an actual operation; provides feedback to personnel following each incident; operates an ambulance and related EMS equipment, as needed.

Monitors the controlled drug supply on the shift.

Directs the upkeep and maintenance of the stations; ensures staff reviews and tests supplies and equipment daily, checks Advanced Life Support/BLS ambulances; Reviews equipment check sheets and maintenance logs; tests all EMS and fire equipment; order new supplies as needed.

Responds to emergency calls as a medical unit attendant or driver, performs necessary rescue work in accordance with established protocols for Basic and Advanced Life Support; administers necessary emergency medical care requiring the use of basic and advanced medical equipment as certified.

The captain is expected to maintain a reasonable level of expertise, above minimum required competencies, in all firefighting and medical procedures, tactics and equipment use as to facilitate effective oversight and guidance of subordinate teams and individuals regarding the same.

Captains are required to perform all medical and fire duties, skills and procedures as authorized in the Jackson County Fire Rescue Medical/Trauma Guidelines and the department’s standard operating guidelines. These duties are associated with the inherent risk of injury and/or exposure to biological, chemical, and environmental hazards.

Responds to non-emergency calls, such as requests to transport patients from hospitals to their homes or form a local medical facility to a specialized center.

Prepares and maintains accurate records and reports; maintains vehicle and equipment maintenance records; prepares incident fire reports, training reports, and hydrant inspection reports.

Performs Quality Assurance/Quality Improvement in billing and treatment of all EMS and Fire reports.

Performs other job-related functions as required.

Qualifications and Education Requirements         

Graduation from high school, and 7 to 10 years of service, Fire Officer II certification (18 months to complete the certification if not already completed); or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certification as a Paramedic by the Emergency Medical Division of the Florida Department of Professional Regulations. Certification as a Fire Fighter.  Possession of a valid driver's license issued by the State of Florida.

Knowledge, Skills, and Abilities

Knowledge of the department policies, procedures and protocol for firefighting and emergency rescue operations.

·         Knowledge of basic and advanced emergency medical procedures and techniques.

·         Knowledge of basic and advanced emergency medical procedures and techniques.

·         Knowledge of equipment and supplies employed in the emergency care of patients and victims of accidents.

·         Knowledge of procedures of extraction, movement of patients, rescue techniques, transportation, and psychological needs of a patient.

·         Knowledge of the principles of supervision, organization, and administration.

·         Knowledge of the operating characteristics and service requirements of equipment and apparatus used in firefighting, fire prevention, rescue                             operations and hazardous material response.

·         Knowledge of the hazards involved in emergency response operations and of the applicable safety precautions.

·         Knowledge of departmental policies, procedures, rules, and regulations.

·         Knowledge of safe and lawful disposal of bio-hazardous materials.

·         Knowledge of County geography and of the location of roads and streets within the County.

·         Knowledge of radio communications equipment.

·         Skill in diagnosing a victim's condition and applying appropriate emergency medical care.

·         Ability to evaluate the performance of personnel in emergency situations.

·         Ability to counsel, advise and develop personnel.

·         Ability to identify defective vehicles, equipment, and supplies.

·         Ability to respond quickly and calmly to emergency situations.

·         Ability to analyze situations quickly and correctly and adopt effective courses of action regarding surroundings and circumstances.

·         Ability to safely drive an ambulance under emergency situations.

·         Ability to understand and follow oral and written instructions.

·         Ability to maintain complete and accurate records and to develop meaningful reports from those records.

·         Ability to effectively express ideas orally and in writing.

·         Ability to lift substantial weight.

·         Ability to deal tactfully, courteously, and firmly with the public.

·         Ability to establish and maintain effective working relationships as necessitated by work assignments.

·         Ability to perform prolonged and arduous work under adverse conditions when required.

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including driving a fire truck and ambulance, and operating such firefighting and medical equipment as pumps, ladders, air compressors, self-contained breathing apparatus, stretchers and all basic and advanced EMS equipment Requires ability to ascend and descend ladders, stairs, scaffolding, ramps, poles, etc. using feet or hands and arms.  Requires the ability to maintain body equilibrium prevent falling when walking, standing, bending, stooping, crouching, or running on narrow, slippery, or erratically moving surfaces.  Must be able to exert up to 150 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  Physical demand requirements are for Very Heavy Work.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information.  Includes giving instructions, assignments or directions to assistants or subordinates.

Language Ability: Requires the ability to read a variety of reports, correspondence, charts, forms, maps, lists, logs, etc. Requires the ability to speak to people with poise, voice control and confidence                      

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including emergency response codes, and fire and medical terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; to interpret graphs; compute discounts and interest; to perform calculations involving variables.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

Motor Coordination: Requires the ability to coordinate eyes and hands rapidly and accurately in using firefighting and medical equipment and hand tools.

Manual Dexterity: Requires the ability to handle a variety of items such as firefighting equipment and hand tools.  Must have levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing calmly under stress and when confronted with persons who are acting under stress.  Must be able to perform multiple tasks with simultaneous demands under conditions of stress.

Physical Communications: Requires the ability to talk and hear. (Talking: expressing or exchanging ideas by means of spoken words.  Hearing: perceiving the nature of sounds by ear).  Must be able to communicate via telephone and two-way radio.
