Environmental Coordinator - Electrical Construction

Position Summary:

We are seeking an experienced Environmental Coordinator to support construction of a major electric transmission project permitted under New York State Public Service Law Article VII. This position will serve as a primary environmental compliance resource for the construction team and coordinate day-to-day environmental activities among project management, environmental inspectors, contractors, subcontractors, and other project stakeholders.

This is a contractor-side environmental position focused on supporting active construction operations and ensuring compliance with project permits, environmental requirements, and approved plans.

The ideal candidate will be a field-oriented environmental professional with strong knowledge of utility construction, environmental compliance, erosion and sediment control, wetlands and water resources, permit requirements, and construction sequencing.

Key Responsibilities:

Environmental Compliance & Field Inspections

• Conduct daily inspections of active construction sites, access roads, laydown yards, and restoration zones.
• Verify that work adheres to project drawings, permit conditions, and Environmental Management & Construction Plan (EM&CP) guidelines.
• Monitor sensitive areas, including regulated wetlands, streams, and protected waterbodies.
• Perform Stormwater Pollution Prevention Plan (SWPPP) inspections and document erosion and sediment controls.
• Identify potential non-compliance conditions and work with project management and contractors to implement timely corrective actions.
• Escalate significant environmental concerns to project environmental and construction management.
• Issue stop-work orders if contractor activities violate environmental permits, while deferring project or scope modifications to site managers.

Construction Support & Coordination

• Serve as the primary environmental coordination point for day-to-day construction activities.
• Review upcoming construction activities and identify environmental requirements, restrictions, permit conditions, and potential compliance risks before work begins.
• Review contractor work plans and proposed construction activities for consistency with environmental requirements.
• Participate in daily construction meetings, look-ahead meetings, pre-construction meetings, and environmental tailboards as required.
• Track and coordinate environmental issues identified in the field through resolution and closeout.
• Promote proactive environmental compliance by integrating environmental requirements into construction planning rather than addressing issues after work has begun.

Permitting & Regulatory Compliance

• Assist in interpreting and implementing requirements contained within the Article VII Certificate, EM&CP, approved drawings, environmental permits, and project-specific plans.
• Support compliance with the project SWPPP and applicable SPDES Construction General Permit requirements.
• Review and coordinate dewatering activities and proposed discharge locations to ensure compliance with project permits and approved procedures.
• Coordinate spill prevention and response requirements, including documentation and follow-up associated with petroleum or chemical releases.
• Assist with environmental reporting required by the project owner, regulatory agencies, or Article VII Certificate conditions.

Erosion Control, Restoration & Agricultural Compliance

• Coordinate implementation and maintenance of erosion and sediment controls, including compost filter sock, silt fence, stabilized construction entrances, check dams, temporary stabilization, and other BMPs.
• Coordinate stabilization, seeding, mulching, restoration, and revegetation activities.
• Oversee construction in active farm fields to ensure proper topsoil segregation, stockpiling, and restoration in accordance with agricultural guidelines.

Documentation & Stakeholder Coordination

• Maintain organized records of inspections, photographs, correspondence, corrective actions, environmental approvals, and field decisions.
• Support site visits and inspections involving project ownership, New York State Department of Public Service (DPS) staff, New York State Department of Environmental Conservation (NYSDEC), and other agencies or project stakeholders.
• Assist with environmental training and communicate project-specific environmental requirements to construction personnel.
• Participate in incident investigations and preparation of environmental documentation when required.

Required Qualifications:

• Approximately 5 years of environmental compliance experience, preferably involving electric transmission, substations, utilities, pipelines, or other large linear infrastructure projects.
• Experience working on construction projects subject to environmental permits and regulatory oversight.
• Strong working knowledge of erosion and sediment control practices and stormwater compliance.
• Experience interpreting environmental permits, construction plans, environmental specifications, and regulatory requirements.
• Ability to effectively coordinate environmental inspectors, contractors, construction personnel, and project stakeholders.
• Ability to independently identify environmental risks and develop practical solutions compatible with construction activities.
• Ability to work primarily in a field/construction environment and travel throughout the project corridor.
• Valid driver's license.

Preferred Qualifications:

• Direct experience with New York Public Service Law Article VII transmission projects.
• Experience implementing or working under an approved EM&CP.
• Familiarity with New York State Department of Public Service (DPS) and NYSDEC requirements.
• Experience with New York State SPDES Construction General Permit and SWPPP compliance.

The successful candidate will be a field-oriented environmental professional who understands construction and can effectively balance environmental compliance requirements with the realities of an active transmission project. This individual must be comfortable communicating directly with construction supervisors, inspectors, project managers, contractors, and regulatory personnel.
