Position Description:
The Assistant Payroll Manager will be the technical expert for the entire payroll department and services, promote efficient internal control compliant processes, ensure compliance with all federal, state, and local tax laws, maintain accurate and complete payroll records, and participate in the technical development of all payroll department personnel. This role will have a complete understanding of taxable and non-taxable compensation items and the experience to navigate multi-state, multi-local, exempt, non-exempt, union and non-union payroll related topics. The Technical Manager of Payroll Services reports to the Manager of Billing and Payroll Services.
Major areas of responsibility include:
- Responsible for the entire payroll process and ensuring all employees are paid timely and accurately according to established pay structures and union agreements
- Maintain a system of effective and efficient payroll processing that is compliant with internal controls
- Ensure compliance with all applicable tax regulations, labor laws and company-specific policies
- Coordinate with HR to ensure benefit programs and elections are effectively communicated and applied
- Thorough understanding of union agreements and associated benefits for all applicable jurisdictions
- Manage payroll data changes
- Effective communication with field personnel to resolve payroll issues
Specific Responsibilities of the Job
- Responsible for the entire payroll process and ensuring all employees are paid timely and accurately according to established pay structures and union agreements
- Evaluate and assist in the creation of efficiencies for the entire payroll process providing more time to review information for accuracy and completeness
- Assist in the implementation of best practice for review and approval of field timesheets by appropriate personnel
- Assist in the development of a process for the immediate correction of know errors, prior to the posting of information to the accounting system
- Familiarity with the key details of each union agreement as it relates to employee classification, pay scale, and benefits to ensure accuracy in reporting
- Effectively communicate with field and operation personnel and management to address areas of importance or concern
- Ensure compliance with all applicable tax regulations, labor laws and company-specific policies
- Must maintain a subject matter expertise in all federal tax laws as it relates to employee compensation and benefits
- Needs to possess and maintain a working knowledge of labor laws and understanding of regulations related to exempt and non-exempt employees and overtime pay requirements
- Apply existing knowledge or through research strategies a complete understanding and application of state and local employee related compensation, withholding and tax liability regulations for all states we work in
- Thorough understanding of employer related tax liabilities to perform effective review of reporting
- Maintain company specific compensation plans and ensure annual review and approval by President
- Collaborate with JWD HR departments for proper benefit administration
- Stay informed of Quanta sponsored benefit plans, annual enrollment elections and required payroll deductions and demonstrate subject matter expertise in employee benefit arena
- Proactively highlight the benefits of participation in sponsored plans and encourage employee participation
- Thorough understanding of union agreements and associated benefits for each jurisdiction
- JWD operates under a significant number of IBEW union locals and multiple pension plans established through the locals. A thorough working knowledge of the union rules and benefit plan regulations will be critical to establish best practices to ensure compliance with union agreements.
- Familiarity with all IBEW union local classifications, pay rates, meal pay, other per diems, clothing allowance, etc. to ensure compliance and accuracy in pay
- Coordination of plan requirements and ERISA rules
- Overall responsibility for accuracy of monthly union reporting

Required Skills
- Bachelor’s degree in accounting, finance, business or other relevant or related experience
- 5 years of progressive experience overseeing the process of a large multi-state contractor with union and non-union employees
- Exceptional attention to detail and the ability to resolve issues quickly and effectively
- Possess good interpersonal and communication skills
- Demonstrated ability to make recommendations and influence outcomes
- Organized with the ability to effectively prioritize tasks
- Excellent time management skills
Salary : $65,000 - $75,000
