Position Summary

The Program Manager for the at:project (Anti-Trafficking) will provide direct oversight and instruction to staff involved with the ATACO Response Team, Department of Justice Victims of Crime Act (DOJ-VOCA) grant and the Domestic Victims of Human Trafficking (DVHTP) grant. The Program Manager is responsible for ensuring all areas of the AT Project are in compliance with federal, state and local programmatic requirements. This position will also provide direct service to victims of human trafficking to include: outreach, crisis intervention/response and service coordination. This position will be part of the overall CYFC management team and be expected to contribute when establishing program guidelines, when determining program priorities, support the monitoring of contracts and grants (including Federal /State Reviews), address operational issues (including being on-call for all CYFC programs and, acts as a back-up for all CYFC programs. This position is responsible for monitoring services and outcomes related to each grant funded program.

This is a full time (40 hours/week), hourly position, with variable shifts including days, weekends and holidays. This position includes on-call responsibilities.

Duties

  • Oversee the day-to-day operations of the DVHTP and DOJ-VOCA programs. To include the supervision of staff, programmatic development, project timelines and accomplishing the outcomes of the grant funded work-plans.
  • Convening of the ATACO stakeholders across systems, including the Deschutes County District Attorney’s Office, Deschutes County Victims Assistance, Bend Police, Saving Grace, Kids Center, Guardian Group, DHS Child Welfare and others.
  • Collaborate with community partners to improve shared resources, identify and coordinate funding streams, and create cross-system solutions.
  • Coordinate data collection and evaluation. Establish data tracking and monitoring mechanisms as required by HUD (Service Point), US Office of Trafficking in Persons and the Oregon Department of Justice.
  • Monitor and track referrals and provision of services. Supervise and review documentation and clients files for all staff for compliance with grant requirements.
  • Provide direct service to survivors of human trafficking to include: risk assessment and safety planning; crisis intervention and peer counseling; client advocacy and case management; outreach and accompaniment.
  • Attend and participate in agency required meetings to include: staff meetings; case review and coordination meetings; trainings and events to include: education/training as required by the 2018-2020 VOCA grant.
  • Other duties and responsibilities as assigned by the Community Programs Director and Chief Operating Officer

Qualifications

  • Knowledge, Skills and Ability: Ability to supervise and manage state and federal contracts. Grant writing knowledge and proven outcomes. Effectively facilitate staff meetings. Ability to motivate employees, create cohesive teams and interface clearly and effectively with referring agencies, organizations and parents. Demonstrate excellent verbal, written and interpersonal communication skills. Demonstrate excellent organizational skills and attention to detail. Ability to remain calm in crisis situations and implement appropriate interventions. Maintain a professional demeanor at all times. Demonstrate comprehensive understanding of ABCR Program model, Trauma Informed Care and Positive Youth Development.
  • Experience and Training: Bachelor’s degree with major study in social work or closely allied field and three (3) years of experience in the care and rehabilitation of client, to include crisis intervention. Experience working with victims of human trafficking, sexual assault or domestic violence strongly preferred. Bi-lingual (Spanish/English) preferred. Valid Oregon driver license and current CPR/1st Aid certification is required.
  • Physical Requirements: While performing the duties for the job, the employee is frequently required to stand and walk. The employee occasionally is required to use hands or finger, handle, or feel objects, tools or controls. The employee is occasionally required to sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. While performing the duties of this position, the employee is regularly required to talk and hear. The noise level in the work environment is usually moderate.
