Job Summary:

The Trade Compliance Manager ensures that ITOCHU International Inc., its subsidiaries and affiliates, are in compliance with applicable U.S. government laws and regulations governing international trade, primarily imports. Manages import/export matters and trade compliance for our corporate group, which spans a diverse range of industries, including classifying and assessing the country of origin and value of imports, addressing internal and external requests, audits and other queries, managing customs bonds, C-TPAT issues, antidumping, reconciliations and import structuring, providing internal training, and updating and implementing changes to our corporate group’s trade policies and procedures.

Key Responsibilities:

• Advise the corporate group on laws and regulations governing international trade of goods (primarily imports and some exports) and product regulations (including labeling and product safety).

• Communicate with internal clients including members of the business divisions and legal regarding import strategies, product sourcing, documentary requirements and invoicing to ensure the accuracy of our import duty payments and all written and electronic information provided to U.S. government authorities.

• Communicate with federal authorities, customhouse brokers and freight forwarders.

• Consults with outside counsel as necessary.

• Classify imported merchandise based on the Harmonized Tariff Schedule of the United States

and appraise it; review entry documentation prepared by customhouse brokers. Prepare and

submit binding ruling requests as needed to confirm classification of imported merchandise.

• Determine the country of origin for imported merchandise, support with proper marking of

country of origin on merchandise, and analyze eligibility for free trade agreements and other

preferential trade programs.

• Classify merchandise for export in Schedule B and CCL ("Commerce Control List") and assist in researching export license requirements.

• Assist in the review of export transactions requests submitted internally, including those submitted from group companies.

• Develop and monitor trade compliance best practices and strategies, including duty savings and free trade optimization, and update policies and educate the relevant employees.

• Conduct training related to product regulations and trade compliance.

• Conduct internal risk assessment and supervise customs compliance audits and testing. 

• Implement testing and auditing in order to maintain compliance with internal rules including Export/Import Compliance Policy, and analyze root cause and corrective actions to ensure accuracy and drive improvement.

• Maintain current knowledge of U.S. laws, bilateral and multilateral agreements that affect trade and industry trends.


Qualifications:

• At least 3-8 years of experience applying laws and regulations relating to international trade

and market access (imports, labeling and product safety compliance).

• Knowledge of customs valuation methodologies, use and application of General Rules of Interpretation (GRI) and Harmonized Tariff Schedule (HTS), US Customs Automated Commercial Environment (ACE) and Automated Export System (AES), Customs-Trade Partnership Against Terrorism (C-TPAT), Free Trade Agreement qualifications and First Sale compliance.

• Experience with the Customs and Border Protection, Department of Commerce, International Trade Commission, the U.S. Trade Representative or U.S. Court of International Trade is valued.

• Strong cross-cultural understanding and interpersonal skills.

• Customs Broker License is a plus


Salary : $124,000 - $160,000
