Position: Intermediate Security Specialist  

Overview:  ITC is seeking a qualified candidate to serve as an on-site Intermediate Security Specialist for the Missile Defense Agency. In this role, the individual will oversee and coordinate daily client delivery activities for the Information Safeguards Division. The Security Specialist will act as the primary interface between the client and the contractor team. Responsibilities include reporting, supporting the implementation of security measures, and assisting with compliance and audit activities. The ideal candidate will demonstrate strong organizational skills, attention to detail, and the ability to work collaboratively in a fast-paced environment to support the agency’s mission and maintain the highest standards of information security.

Responsibilities:
  • Assist in administering the MDA SCI Program IAW Intelligence Community Directive (ICD) 704,” SCI Personnel Security Standards”, and ICD 705,” SCIF Physical Security Program and Technical Specifications”, DoD Directive 8520.01,” Protection of SCI”, DoD 5105.21,” SCI Administrative Security Manual”, and” MDA Manual 5250.01-M, SCI Manual”.
  • Maintain and update the Government furnished MDA master SCI billet database and SCI access roster (both accessible electronically from a government assigned workstation), which includes adding or deleting personnel on the roster each month. Electronically distribute updates to accredited SCIF.
  • Review SCI access nomination packages internal to MDA. Process MDA authorized SCI packages to the Defense Intelligence Agency (DIA) and Military Service Central Adjudication Facilities (CAFs) for MDA customers. Process initial subject pre- screening interview questionnaires. Transmit completed nomination packages to the CAF.
  • Process SCI permanent certifications for visitors to MDA (i.e., visit requests). In addition, process requests for MDA personnel visiting other agencies, as required.
  • Conduct SCI security indoctrination, which includes security briefing and training. Prepare SCI indoctrination assistance requests in Defense Information System for Security (DISS) and transmit to DoD and non-DoD agencies in compliance with policy.
  • Process transfer-in-status requests when the MDA receives requirements from another agency or the MDA requests another agency to transfer SCI compartments for agency personnel.
  • Review SCI Prime and Subcontractor DD Form 254, Contract Security Classification Specification to ensure SCI security requirements are incorporated.
  • Prepare SCI standards deviation memoranda requesting deviations from SCI standards, coordinate, and submit for approval.
  • Conduct preliminary inquiries when SCI is involved and prepare SCI status report of inquiry to the Senior Intelligence Officer.
  • Assist with technical and programmatic issues related to MDA SCIFs, such as facility construction and modifications, alarms, access control, power failure, equipment changes, general maintenance, and inspections.
  • Maintain and update the Government furnished collateral personnel security clearance and access databases (i.e., DISS OPM, NBIS NP2, and PTS).
  • Process five- and ten-year investigations and position upgrades for MDA personnel using the OPM website and e-QIP system.
  • Update personnel security files with current SF 86 questionnaire; resume; Optional Form (OF) 306, “Declaration of Federal Employment”; SF 312, “Classified Information Non-Disclosure Agreement”; security clearance memo; and foreign travel questionnaire.
  • Conduct Secret and/or Top Secret in and out processing for military and civilian personnel. Update requisite databases.
  • Administer the fingerprint program and process electronic and/or hardcopy fingerprint cards.
  • Conduct NATO IAW USSAN Instruction 1-07, “Implementation of North Atlantic Treaty Organization Security Requirements.” and Critical Nuclear Weapon Design Information (CNWDI), DoDI 5210.02, “Access to and Dissemination of Restricted Data and formerly Restricted Data” briefings to MDA personnel. Update NATO/CNWDI briefings, associated documentation, and requisite databases.
  • It is anticipated that occasional trips to vendor and other government installations will be performed throughout the period of performance as directed.
  • Perform Joint Entitlement Management Service (JEMs) processes; reviewing and approving topics within Intelligence Community (IC) systems and will serve as the Geospatial Intelligence Controlled Access Program (GEOCAP) Officer.
  • Other duties as assigned.
Minimum Qualifications:
  • Certified in a relevant Security/CI field.
  • Six (6) – ten (10) years of related experience.
  • Active Secret Clearance at time of hire.
  • Strong customer service orientation and ability to communicate effectively with senior leadership.
  • In-depth understanding of security and intelligence protocols, including access control, information protection, and compliance requirements.
  • Excellent organizational, analytical, and problem-solving skills.
  • Demonstrated experience with JEMs or similar entitlement management systems within the Intelligence Community.
Preferred Qualifications:
  • Demonstrated extensive experience serving as a Security Specialist, including:
    • Managing Sensitive Compartmented Information (SCI) programs and access rosters.
    • Processing SCI nominations, indoctrinations, and visit certifications.
    • Ensuring compliance with ICD 704 and ICD 705 standards for personnel and physical security.
    • Administering access control systems and conducting random and periodic facility inspections.
    • Coordinating with government, military, and contractor personnel for SCI access and security requirements.
