Job Summary
We are seeking an experienced QC Construction Manager to support the construction of a new greenfield GLP-1 pharmaceutical manufacturing facility in Wisconsin.
The consultant will oversee the existing QC team and serve as an Owner's Representative for construction quality activities. This role will have significant responsibility for civil, structural, architectural (CSA) quality documentation, NCRs, CAPAs, equipment verification/commissioning, submittal reviews, Certificate of Occupancy, and project closeout.
The ideal candidate will have extensive GMP pharmaceutical or medical device construction experience, with a strong background in construction quality management.
Key Responsibilities
- Lead and oversee the QC team supporting the greenfield pharmaceutical manufacturing facility.
- Serve as the Owner's Representative for construction quality activities.
- Coordinate and oversee activities related to obtaining the Certificate of Occupancy for the new facility.
- Manage NCRs, CAPAs, Triple C activities, and construction quality issues.
- Oversee QC verification and documentation for new GMP manufacturing equipment.
- Review and oversee documentation associated with equipment verification and commissioning.
- Coordinate and review documentation for hygienic and non-hygienic piping systems.
- Oversee quality activities associated with Civil, Structural, and Architectural (CSA) construction documentation.
- Manage technical reviews of contractor/vendor submittals against approved design documents and specifications.
- Maintain and manage the submittal register, including review and approval status.
- Work closely with construction, engineering, commissioning, validation, quality, and project teams to resolve quality issues.
- Oversee construction-related CAPAs, NCRs, investigations, and corrective actions.
- Ensure quality documentation is complete, accurate, and compliant with GMP/project requirements.
- Drive timely project closeout, including compilation, reconciliation, and turnover of required documentation.
- Coordinate with township/local authorities as needed for required project documentation and approvals.
Required Qualifications
- 10 years of construction experience.
- Ideally 4 years in a Construction QC Manager / QA-QC Manager role.
- Demonstrated experience supporting greenfield GMP pharmaceutical manufacturing facilities.
- Hands-on experience overseeing Civil, Structural, and Architectural (CSA) construction documentation.
- Previous experience with Certificate of Occupancy processes for a new construction project.
- Experience managing construction-side NCRs and CAPAs on a GMP manufacturing project.
- Experience overseeing verification and commissioning of new manufacturing equipment within a GMP environment.
- Strong understanding of construction quality documentation, inspections, technical reviews, and project closeout.
- Ability to review construction submittals against design documents and specifications.
- Strong communication and leadership skills with the ability to coordinate multiple contractors and project stakeholders.
Preferred Qualifications
- Previous pharmaceutical, biotechnology, or medical device greenfield construction experience.
- Experience working as a QA/QC Construction Manager, Construction Quality Manager, or Construction QA/QC Project Manager.
- Experience working as an Owner's Representative on a GMP facility project.
- Experience with pharmaceutical manufacturing equipment commissioning/verification.
- Bachelor's degree in Engineering, Architecture, Construction Management, or a related field.
Ideal Candidate Profile
The ideal candidate is not simply a pharmaceutical QA/QC professional. They should have a combination of:
GMP/Pharma Greenfield Construction Construction QC CSA Documentation NCR/CAPA Equipment Commissioning Submittal Management Certificate of Occupancy experience.
Top priority: Candidates with prior greenfield pharmaceutical manufacturing construction experience in a Construction QC Manager / QA-QC Manager / Owner's Representative capacity.
