What are the responsibilities and job description for the Associate Vice President, Clinical Engineering position at ISS Solutions?
JOB SUMMARY:
Reporting to the VP of Quality and Healthcare Technology Management (HTM), manage all aspects of medical equipment service delivery to ISS Solutions' parent organization, Geisinger. Oversee and direct a management team responsible for the delivery of biomedical, imaging, and special equipment services to all Geisinger entities (e.g. hospitals, clinics and research centers). Collaborate with the managers and team members within the Quality, Sourcing and Asset Management groups. Ensure all HTM service delivery program elements for Geisinger are designed and implemented to comply with Joint Commission and other regulatory agency requirements, guidelines, and standards. Oversee and provide strategic direction for medical equipment planning for replacement and new medical equipment. Oversee medical equipment cybersecurity program in collaboration with Information Security Office, to reduce Geisinger's risk related to medical equipment. Develop annual goals and objectives related to supporting the growth and development of HTM in response to present and future needs. In collaboration with the CFO and Controller, develop and manage annual HTM operating budgets for all Geisinger entities.
- Jointly with the VP, Quality and Logistics, develop and implement consistent policies and procedures that guide and support the delivery of Geisinger CE services.
- Provide resources to assist with the review and prioritization of strategic capital requests for clinical technology; develop multiyear replacement plans, assess and prioritize all of Geisinger's strategic capital requests, assist with planning for construction projects involving clinical equipment at all Geisinger sites; assist with pre-purchase evaluations, vendor research, cost-of-ownership assessment, and other activities in support of Geisinger clinical equipment acquisitions.
- Manage the efficient operations to perform initial inspections and acceptance testing for Geisinger's acquisition of clinical equipment, repair functions and routine maintenance; participate in the investigation and reporting of medical device-related incidents at Geisinger; participate in the medical device hazard and recall notification program at Geisinger; comply with the Joint Commission medical equipment management standards.
- Provide oversight for the medical equipment cybersecurity program, including asset management, measuring and reducing risk, patch management, vulnerability management, and incident response.
- Provide management of equipment performance to maintain the highest standards of patient care at Geisinger. Collaborate with clinical leaders and manufacturers to solve problems and ensure medical equipment and systems are performing in support of Geisinger's patient care goals.
- Provide exceptional problem-solving and project management oversight to Geisinger products as needed.
- Communicate with key Geisinger clinical and administrative leadership through presentation, updates and participation in Geisinger system-wide and entity committees.
- Work in conjunction with Geisinger Supply Chain to optimize annual capital purchasing power by identifying opportunities to consolidate purchases across client and fiscal years and to negotiate Geisinger system-wide vendor service agreements where appropriate.
- Supervise and participate in in-service training of technicians and clinical staff concerning use and operation of patient care equipment.
- Develop and implement programs (e.g. supervisor training, employee feedback sessions) that increase employee engagement.
- Provide centralized imaging equipment services planning, sales support and service delivery support to non-Geisinger clients and ISS Solutions regional management as assigned.
- Support ISS Solutions' commercial HTM business, as needed.
- A Bachelor of Science degree in electrical, clinical, biomedical engineering or a related field is required.
- A Master of Science degree in biomedical engineering or MBA with a healthcare concentration is preferred.
- Certifications such as CHTM, CCE, ITIL are preferred.
- At least ten years' experience in medical or technical equipment operations and maintenance management required.
- Must have advanced electronic training and familiarity with applicable regulatory and inspection agency requirements.
- Must have experience maintaining loyal clients by delivering high-quality, profitable HTM services through talented managers and engaged employees.
- Equivalent combination of education and experience may be substituted.
Work is typically done in an office environment, although frequent travel within the Geisinger service area and some travel throughout the ISS Solutions service area are necessary.
