Job Summary
We are seeking an energetic and strategic Human Resources Director to lead our HR initiatives, shape organizational culture, and drive talent management efforts. This pivotal role involves overseeing all aspects of human resources functions, ensuring compliance with employment laws, and fostering a positive, productive work environment that aligns with our company's goals.

Leadership
- Plan, organize and control all activities of the department. Participates in developing department goals, objectives and systems.
- Review and analyze department budget to ensure budget compliance. Research, present and propose budget ideas to improve efficiency and effectiveness of Human Resources operations.
- Appraise performance by delivering written and oral employee evaluations; reward and discipline employees, addressing complaints and resolving grievances.
- Review, implement and administer the company’s Human Resource Information System (HRIS).
- Provide interdepartmental interaction in terms of guidance and direction regarding most/all HR matters.
Compliance
- Assure compliance with applicable tribal, state and federal regulations (TERO, Title 31, and Wage and Hour, etc.). Maintain an awareness of potential employment law compliance (FMLA, EEO, ADA, NLRB, etc.).
- Administer unemployment insurance claims in cooperation with third party administrator and department directors/managers.
- Enforce and administer company policies and procedures throughout the organization.
- Work directly with department directors/managers to assist them in carrying out their responsibilities (D&A, Attendance, Corrective Actions, Leaves of Absence, etc.).
- Consult with legal counsel, as appropriate, to ensure that policies comply with applicable federal, state and tribal laws.
Staffing Management
- Oversee recruitment process including job postings, job fairs and advertisements.
- Develop tools, including interview guides and selection guidelines to use in the selection process and assist in the selection process, when necessary.
- Ensure compliance with employment selection in accordance with the Hannahville Indian Community’s Tribal Employment Rights Ordinance (TERO) Title IV Chapter 3.
- Investigate policy violations including sexual harassment/harassment complaints and grievances and provide appropriate recommendations and actions.
- Provide guidance to department directors/managers on policy compliance and recommend necessary disciplinary actions.
- Work with department directors/managers to review and update employee job descriptions.
- Research, develop, implement and review employee review process. Ensure timeliness of annual evaluations and program compliance.
- Assist the Employment Coordinator in the separation process including termination review and proper processing of employee termination paperwork.
Organization and Employee Development
- Oversee training and assist with preparing and administering various training programs (Onboarding, CPR/First-Aid, Customer Service, EAP, Harassment, etc.).
- Develops and provides customized trainings consistent with specific department needs.
- Contract with third party administrators to provide employee services such as training, employee assistance and career counseling.
- In coordination with various community resources, including Project Visions, MI Rehabilitation and provide job assistance to employees.
- Administer company development programs including TMAC.
Employee Relations
- Collaborate with Senior Management and other management staff to develop and administer policies and procedures. Coordinates operations between departments and assists in problem resolution.
- Maintain strong ties with the Tribal Council and Commercial Enterprise Oversight Board (CEO).
- Administer employee rewards and recognition programs including longevity and retirement programs. Assists in the planning of employee functions including annual employee picnic and Christmas parties.
- Works cooperatively with other departments including the Community Human Resources Department and provide consultation and guidance, as needed or requested.
- Perform outreach to community sources as needed.
- Attend off-site meetings and trainings.
- Other duties as assigned by Commercial Enterprise Oversight Board (CEO).
EDUCATION & EXPERIENCE:
- Bachelor's degree in human resources management or management and five years experience in the Human Resources field or bachelor's degree and ten years experience and ten years experience in the human resources field. Master's degree in Business preferred with applicable experience.
- Five to seven years experience managing a Human Resources Department in a comparably sized facility, preferably with an Indian Tribal Casino.
- Senior or Professional in Human Resource Management (SPHR/PHR) preferred
Knowledge, Skills & Abilities:
Ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, supervisory staff, management, CEO, and the general public; ability to plan and direct the work of others; skills in operating listed tools and equipment. Must be highly organized and able to handle multiple tasks at one time. Knowledge of complex laws, regulations, and guidelines governing casino and hotel operations, tribal law and Native American casinos. Must be culturally sensitive and effective within a multi-cultural setting. Must maintain confidentiality at all times. Project and team management/leadership skills and experience. Proven ability to work effectively in a team environment with associates. Capability to engage in effective planning and set priorities. Must conduct daily duties while maintaining a professional appearance and manner. Must be able to obtain and maintain a valid gaming license. Must have strong analytical and excellent organizational skills. Ability to understand, evaluate and make judgments on proposals (RFP’s). Ability to consistently meet daily, weekly and monthly deadlines. Ability to work with people in potentially stressful situations.
