The Position:
Under direction, plans, coordinates, and leads staff responsible for the maintenance and repair of District potable and recycled water distribution systems infrastructure and related facilities, and performs related duties as assigned. May be required to participate in the District’s standby program and scheduled or unscheduled overtime.
Provides technical and functional direction to assigned staff; reviews and controls quality of work; inspects and evaluates work in progress and upon completion to ensure that maintenance, repair, and project activities are performed in accordance with District standards and specifications.
Monitors quality of work and identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes to the supervisor; and implements changes and improvements after approval.
Trains employees in work methods, use of tools and equipment, and relevant safety precautions.
Receives and responds to calls for leaks; evaluates and makes determination of responsibility (District or customer); identifies and monitors points of water loss; locates and troubleshoots water leaks in mains and service lines; cleans out around damaged area; removes excess water; shuts down water service.
Inspects, installs, replaces and maintains meter boxes and lids; isolates damaged facilities and equipment for subsequent repairs.
Identifies need for utility markings at job site to determine location for excavation; obtains encroachment permits for maintenance crews, generates a permanent paving list for paving contractor, and contacts Underground Service Alert (USA) agency; marks location of District utilities; meets with and advises contractors and staff of location requirements.
Coordinates water system maintenance projects with city, county, state agencies and USA agency.
Must meet the minimum locators’ training guidelines and practices per the Best Practices guide of the Common Ground Alliance.
Locate and field mark the existence of subsurface installations according to the California Government Code 4216 and in conformance with the uniform color code.
Must be trained in the use of a minimum single-frequency utility locating device.
Coordinates with excavators, operators and local agencies to perform locating of subsurface installations. Responsible for installation, testing, replacement and repair of all size meters, both in the field and meter shop for domestic, untreated and recycled water distribution systems and for maintaining all District meter information databases.
Install, maintain, test, calibrate, repair, troubleshoot and make recommendations for modification to all sizes (5/8” to 36”) and types of District meters including: positive displacement, turbine, single jet and propeller.
Diagnose meter failures and repair/replace as appropriate.
Coordinate with Engineering Department on new meter installations with customers, contractors and developers for recycled and domestic water meters.
Ensure customer and interdepartmental coordination for water interruption to perform meter maintenance.
Operates and maintains various vehicles and tools; inspects, services, and makes minor adjustments to vehicles and tools.
Controls traffic around work sites to ensure safe conditions for the general public, consultants/contractors, and District workers.
Receives, investigates, and resolves customer inquiries, complaints, and requests for service; advises customers of problems and suggests solutions; refers customers to other departments and agencies and/or creates work orders, as appropriate.
Reads and interprets as-builts, maps, schematics, drawings, diagrams, and related technical documentation.
Inspects infrastructure and facilities for safety issues, system integrity, and possible future work projects; provides recommendations to the supervisor.
Provides information and demonstrations on how to perform certain work tasks to new employees in the same or similar class of positions.
Performs pre-trip safety inspection on vehicles and equipment to be used daily; ensures parts and materials are
available and stocked on the crew truck.
Maintains work areas in a clean and orderly condition, including securing equipment and tools at the close of the workday.
Maintains accurate logs and records of work performed and materials and equipment used.
Observes and complies with all District and mandated safety rules, regulations, and protocols. Attends relevant training.
Collaborates with team members to complete projects efficiently and safely.
Performs related duties as assigned.
Complies with district’s dechlorination procedures when responding to leaks.
Disaster Service Worker: In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to completion of the twelfth (12th) grade.
Experience: Four (4) years of experience performing water infrastructure/facilities maintenance and repair work.
Licenses and Certifications
- Possession of a valid California driver’s license to be maintained throughout employment.
- Possession of a valid Grade III (D3) Water Distribution Operator certificate issued by the State Water Resources Control Board (SWRCB) to be maintained throughout employment.
Knowledge of:
- Principles of providing functional direction and training.
- Principles, practices, techniques, equipment, and tools required for maintaining hydraulic control and system valves, and related equipment found in a large metropolitan water infrastructure.
- Procedures for accurately locating and marking utilities.
- Operational characteristics, use of, and maintenance requirements of vehicles and related hand and power tools required for the work.
- Traffic control procedures.
- Occupational hazards and safety standards related to the work, including driving rules and practices and working in confining spaces.
- Principles of mathematics and the application to assigned work.
- Principles and procedures of record keeping.
- Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; to climb and descend ladders; to operate various equipment and tools; to operate a motor vehicle and visit various District sites; and vision to locate utilities and read printed materials and a computer. The job involves fieldwork requiring frequent walking in operational areas and to work in confined spaces. Finger dexterity is needed to operate tools and repair and equipment. Employees must possess the ability to carry, push, pull, and lift materials and objects weighing 50 pounds, and up to 90 pounds with the use of proper equipment.
