THIS IS A ROCHESTER POSITION

SUMMARY OF POSITION FUNCTION:


Assists in the recruitment, admissions and enrollment of youth into the Job Corps Program.


MAJOR DUTIES AND RESPONSIBILITIES:


  • Ensure that the OA contractual goal is met during the appraisal period and ensures individual OA ratings are at or above 100% for the appraisal period
  • Ensures that a corrective action plan is in place to meet any and all measures that are below 100%.
  • Attends and actively participates in OMS meetings and ensures 100% overall according to the monthly OAOMS report card and actively participate in committees and provide support to center functions and activities.
  • Ensure that the Area Marketing Plan for each county is developed and maintained on the AMP spreadsheet and ensure that the One-Stop Centers have a plan for ensuring Job Corps presence, updated materials and that there is a plan for target recruitment (females, ELL, etc.).
  • Work closely with Business Community Liaison and Work Based Learning Coordinator on outreach activities and center functions such as the CID and CRC
  • Must access, verify and document applicant eligibility in strict accordance with the PRH guidelines and ensure the support of all on center measures in regard to OMS and is fully supporting Center’s OBS capacity and student employee retention.
  • Adhere to the PRH requirements and maintain integrity in all their work to meet the standards of the ROCA, COCA and OIG.
  • Responsible to ensure that the S/E feel that they were provided with specific and accurate information regarding the Center prior to arrival and act S/E mentor, ensuring that assigned S/Es are making progress and receive necessary support to be successful in the program.
  • Maintain budget as described by the Administration/Finance Department.
  • Develops and maintains a relationship with all local and regional WIA partners and other employment and training organizations, placement agencies, etc.
  • Identifies and maintains linkages for potential employment, advanced training, military and other placement opportunities for all terminating students.
  • Maintains liaisons with employers, labor unions, state employment service offices, and Job Corps’ placement and support agencies/contractors to facilitate the on-going and continuous placement of students.
  • Participates in employer-oriented community activities.
  • Identifies separated students no longer employed or in school and ensures another reconnection with a placement agency, school or remote Career Transition Specialist.
  • Conducts mock interviews with students entering the Career Transition Phase and provides further focus on job search techniques.
  • Creates and maintains a caseload of active students and maintains weekly contact by telephone, email, social media, and home visits for all not placed students and completes documentation of such. Maintains monthly contact and documentation with all placed students.
  • Visits classrooms, CPP and Career Technical Trades to familiarize students with Career Transition services.
  • Meets with CTR Classroom to educate students on CTS Services and expectations and coordinates mock interview sessions, job fairs and career days.
  • Develop three (3) new employers each week to add to our Job Bank to assist students in job searching and reaching placement goals.
  • Maintain a file folder for each student on case load and ensure all information is accurate and up to date.
  • Conduct exit interview with all separating students to ensure they have the local one stop information and CTS contact information.
  • Identifies support services needed for relocation; arranges transportation; makes referrals to support services agencies.
  • Participates in ESP’s (Evaluation of Student Progress) along with Counselor, CTT Instructor, Education Instructors, and Residential Counselors.
  • Initiates contact with former enrollee students prior to their separation from the Center.

SKILLS/COMPETENCIES:


  • Sound working knowledge of outreach techniques
  • Demonstrated working knowledge of the targeted job markets, area employers, armed forces recruitment offices, community agencies, etc.
  • Demonstrated skills in identifying and evaluating the emotional needs of young adults
  • Ability to quickly learn Job Corps methodologies
  • Strong interpersonal skills
  • Meticulous documentation/recording skills and attention to detail; excellent time management skills
  • Demonstrated ability to establish and maintain effective working relationships with others in a wide variety of circumstances related to student services
  • Excellent communication skills, both written and verbal
  • Strong analytical skills in interpreting data related to student programming
  • Computer literate with emphasis on Microsoft Word, Excel, Power Point and Outlook.


EDUCATION REQUIREMENTS:


  • Bachelor’s degree in human services, psychology, counseling, education, social science, communications, or closely related field; or
  • Associate’s degree in human services, psychology, counseling, education, social science, communications, or closely related field, and two years related experience. Experience may include successful Job Corps outreach and admissions experience or successful outreach and admissions experience with other youth development programs.


EXPERIENCE:


  • 1 year experience in working with youth, sales, marketing, or counseling related services


OTHER:


  • Must possess a valid driver’s license with an acceptable driving record.

  • Dexterity of hands and fingers to operate a computer keyboard and other office equipment
  • Kneeling, bending at the waist, stooping and reaching overhead
  • Retrieving and storing files and supplies; occasionally carrying and/or lifting light objects

  • May be required to work a flex schedule to include evenings and/or weekends
  • Exposure to possible confrontations with students

Salary : $33,600 - $42,500
