OVERVIEW & PURPOSE:
Under general supervision, performs a variety of paraprofessional, technical and administrative duties in the Human Resources Department of the County. Must exercise initiative and independent judgment in completing assigned tasks, exercise tact and courtesy in frequent contact with County employees, Department Directors, and the General public. Must have excellent customer service skills. Shall carry out other duties as assigned. Reports directly to the Human Resources Director with an indirect report to the HR Division Manager and HR and Benefits Division Manager, and is evaluated by discussion, reports, observation, and feedback from Managers and employees.
ESSENTIAL FUNCTIONS:
Provides information and assistance to employees and general public via phone, email or in-person regarding human resources activities, processes, programs, policies/procedures.
Assists in resolving routine problems or complaints, researches policies, laws and procedures to answer questions and respond to requests for information.
Serves as an Administrative Assistant to all HR staff performing clerical duties such as making copies, faxing, filing, scheduling interviews, etc. Distributes departmental mail and faxes, responds or routes to other HR staff as appropriate.
Completes all employment and reference verifications.
Assist with new employee orientation and onboarding processes though preparation of materials, lists and communications.
Prepares NC New Hire Report and other HR reports monthly and as needed. Responsible for completing the necessary assigned checklist items on the HR Reports.
Maintains employee personnel and HIPAA files
Order department office supplies.
Codes recurring invoices for payment.
Assists with training registrations including safety and management training topics; enters training records in HRIS systems.
Processes and tracks outside employment forms.
Enters all certifications and degrees in MUNIS.
Provides content and distributes monthly county newsletter.
Sends monthly digital cards for employee birthdays and work anniversaries.
Coordinates and communicates the county employee discount/ticket program.
Serves as the County’s Bereavement Coordinator by ordering flowers within guidelines of the Bereavement Policy, communicating family and employee deaths to the Management Team, and sending sympathy cards to employees.
Serves as the HR Coordinator for the County’s United Way Program.
Processes all performance evaluations and tracks of probationary and mid-year evaluations.
Responsible for the maintenance and accuracy of the department bulletin boards materials for State and Federal Labor Law Posters; provides updates County-wide as necessary.
Tracks and communicates part-time employee hours worked to departments and management.
Assists with the Wellness Program as needed.
Assists with HR projects and events as needed such as United Way campaign, Service Recognition, benefits fairs, etc.
Creates, compiles, submits, and maintains a variety of information for HR system analysis; completes various records and reports.
Participates with training individuals or groups County-wide as needed.
ADDITIONAL FUNCTIONS:
Performs other related work and additional duties as required and/or assigned.
Serves as back-up to other positions in the Department as needed.
KNOWLEDGE, SKILLS, & ABILITIES:
Knowledge of basic principles and practices of human resources functions.
Knowledge of the laws, principles, court cases, and regulations that apply to benefits, personnel policies, programs, and practices in the public sector.
Knowledge of the trends and modern technology being implemented in the Human Resources field.
Skills with public speaking, problem solving, public contact, and conflict resolution.
Ability to analyze facts, programs, and make recommendations and reports in oral and written forms.
Ability to maintain the confidentiality of personnel records and discussions.
Ability to establish and maintain effective working relationships with officials, department directors, employees, and the general public.
EDUCATION/EXPERIENCE “REQUIREMENTS”:
Education equivalent to an Associates of Arts degree in human resources management, business or public administration, or a related field and a minimum of one (1) year of technical human resources support experience preferably in a public sector setting. Equivalent combination of education and experience may be accepted. Must be proficient in Word, Excel, PowerPoint, data entry, etc.
