OVERVIEW & PURPOSE:
This position works closely with the Department’s Training Officer and implements training and quality assurance programs on an assigned shift, assisting in the development and implementation of new employee training and other employee continuing education. The employee oversees the work of assigned Field Training Officers who provide hands-on training to assigned personnel, scheduling trainee assignments, reviewing training records and documentation, following up with the Field Training Officers on completed training records and employee evaluations and assuring maintenance of training documentation and certification requirements. Work also includes serving in a Quality Assurance (QA) role, reviewing all tickets generated on the shift for appropriate documentation of care and adherence to established medical protocols; following up with employees to determine if additional training and/or remediation is needed. The employee also serves as the Field Training and Evaluation Program “FTEP” supervisor for their assigned shift. In this role the ATO ensures all FTEP practices and paperwork are followed and completed as required for trainees on their shift. The employee works with Shift Supervisors and the departmental Training Officer on shift operations and issues and may fill in for the Shift Supervisor as needed; when needed the employee schedules personnel and finds replacements when necessary. Work involves frequent public contacts and considerable independent initiative and judgment. The employee is subject to hazards in the emergency management and medical services work including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens. Work is supervised by the Shift Supervisor and the Training Coordinator and is evaluated through conferences, results of work, reports, and feedback from the Medical Director and the public. ESSENTIAL FUNCTIONS:
Works on a shift and assists the Training Officer with implementation of employee orientation and training through assigned Field Training Officer/Paramedics; and rotates occasionally; makes assignments to Field Training Officers and reviews their training documentation; reviews quizzes; tracks the types of ALS calls the trainee has received.
Maintains FTEP documentation of training on the shift and reviews FTEP documentation by Field Training Officers.
Tracks trainee progress through the FTEP program and relays trainee needs to the system Training Officer.
Assists the Training Officer with the development and teaching of monthly continuing education classes, with classes for new hires, with the development and implementation of assessment centers for new hires, and with implementation of training on new equipment placed into service.
Meets with supervisors, Quality Management Specialist, Regulatory Compliance Officer, Training Officer, and EMS Deputy Directors to ensure communication and instruction is consistent throughout the EMS system.
Performs QA role for the shift; reviews call reports of all assigned shift staff to ensure care that is documented and is appropriate and consistent with medical protocols; contacts personnel to discuss issues or documentation, and implements remediation training, at the direction of the Training Officer, on issues where needed; meets with other training staff and with state representatives, hospitals and flight services to discuss patient care and emergency response issues.
ATOs pull CPR report cards on all cardiac arrest calls and reviews CPR data on a call per call basis with shift members.
Directs operations in the absence of the Shift Supervisor and assists the Supervisor to assure adequate, qualified staff to cover the shift; identifies and recommends equipment and supplies needed to provide medical services to citizens.
Responds to emergency calls and coordinates the provision of medical services making assessments of most critical problems and decides on treatments to be administered and in what sequence. (Note: for duties performed as a Paramedic, see that class specification).
Participates in continuous training program to maintain certifications, and improve competence in medical procedures, operational protocols and in EMS operations.

Considerable knowledge of policies, procedures, and regulations and protocols pertaining to emergency medical services in the County.
Considerable knowledge of equipment and materials utilized in providing emergency care.
Considerable knowledge of training techniques and adult learning.
Considerable knowledge of the Field Training and Evaluation Program “FTEP” processes and documentation.
Skill in conveying principles and practices of emergency medical care to employees.
Ability to establish and maintain accurate records of program activities and to train and mentor other EMT’s.
Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
Ability to react quickly, effectively, and professionally in emergency situations.
Ability to administer necessary medical (care) under stressful conditions and to exercise sound judgment and determine best options and decisions for handling emergency matters.
Ability to plan and organize work to meet deadlines and governmental requirements.
Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and the General public.
EDUCATION/EXPERIENCE “REQUIREMENTS”:
Graduation from High School and Certification as a North Carolina Paramedic with a minimum of three (3) years of EMT-Paramedic experience in Emergency Medical Services to include some supervisory experience.
ADDITIONAL “REQUIREMENTS”:
Possession of a valid North Carolina Driver’s License.
Basic FTEP certification required within a year of hire.
“PREFERRED” QUALIFICATIONS:
ACLS, BTLS or PHTLS, PALS or PEPP, GEMS, and National Registry status are strongly preferred at the time of hiring.
Instructor Certifications in PALS or PEPP, ACLS, BTLS, OR PHTLS are preferred.
NC EMS Instructor Level 1 at the Paramedic Level preferred. Field Training Officer experience preferred.
Salary : $63,192 - $80,886
