Position Summary

IQ Fiber is seeking a Procurement Manager to manage the company's day-to-day procurement operations — from sourcing execution to supplier and contract management. This role carries direct accountability for procurement outcomes within their area of ownership, including cost performance, supplier quality, supply continuity, and process consistency. Reporting to the Director, Procurement, Fleet & Facilities and working alongside Finance and OSP leadership, this role supports IQ Fiber's procurement strategy, vendor relationships, and supply chain risk management.

This role is suited for a procurement professional with solid sourcing and contract management experience who can execute effectively on day-to-day priorities while supporting broader procurement initiatives. Within the first 90 days, the Procurement Manager will conduct a review of the existing supplier portfolio, identify key cost and risk exposure areas, and present findings and recommendations to the Director.

Essential Duties and Responsibilities

  • Support and help execute IQ Fiber's procurement strategy, including sourcing policy, supplier selection criteria, contracting standards, and procurement KPIs such as cost savings, on-time delivery, contract compliance, and spend under management.
  • Manage structured bid and RFP processes that ensure competitive sourcing and defensible vendor selection decisions; recommend improvements to procurement systems, tools, and workflows to increase efficiency and visibility as the company scales.
  • Manage sourcing activities for fiber optic network construction materials, customer premise equipment, and related OSP operational supplies; conduct market analysis and make-vs-buy evaluations to inform sourcing decisions 6–12 months ahead of need.
  • Negotiate and manage a portfolio of supplier contracts, securing favorable pricing, volume commitments, delivery terms, quality standards, and nondisclosure provisions; support supplier diversification efforts to reduce concentration risk.
  • Monitor contract performance and hold suppliers accountable to agreed terms through structured review processes; manage vendor disputes and escalations with professionalism and a solutions-oriented approach.
  • Manage the supply forecast process, translating network build plans and operational demand signals into reliable supply plans on weekly, monthly, and quarterly cadences.
  • Proactively identify and mitigate supply chain risks including lead time volatility, single-source dependencies, and market pricing shifts; analyze delivery performance and inventory trends to adjust plans ahead of disruptions.
  • Partner with Warehouse Operations and Inventory teams to maintain alignment between procurement plans and on-hand stock levels.
  • Serve as a key point of contact on procurement and supply chain matters, providing data-backed recommendations to leadership; collaborate with Finance, Operations, and OSP leadership to align procurement with business objectives and network build timelines.
  • Lead, mentor, and develop junior procurement team members, setting clear expectations and building capability within the function.

Required Qualifications

  • Bachelor's degree in Supply Chain, Business, Finance, or a related field; equivalent professional experience demonstrating the same depth of knowledge will be considered.
  • 5 years of progressive procurement, sourcing, or supply chain experience, with at least 1–2 years in a lead or supervisory capacity.
  • Demonstrated experience negotiating high-value supplier contracts, including multi-year agreements exceeding $1M in value.
  • Experience in telecommunications, fiber optic internet, infrastructure construction, or a closely related industry; direct experience with OSP materials and fiber network construction supply chains preferred.
  • Experience supporting or contributing to procurement process design, policy development, and KPI implementation; experience in a high-growth or early-stage environment preferred.
  • People management or formal mentorship experience preferred.
  • Experience evaluating, implementing, or optimizing ERP or procurement platforms such as NetSuite, Coupa, or similar preferred; professional certification such as CPSM or CPIM a plus.
  • Strong analytical skills with experience using data to drive sourcing strategy, forecast supply needs, and present recommendations to senior leadership.
  • Ability to operate as a functional leader in a fast-moving, high-growth company with high integrity and a self-starter work ethic.
  • Ability to communicate and present effectively to senior leadership and external partners in both written and verbal formats.

What Success Looks Like

  • Procurement outcomes are consistently achieved, with cost targets met, supply continuity maintained, and supplier performance improving measurably quarter-over-quarter.
  • Leadership receives clear procurement updates, risk assessments, and recommendations that inform key business decisions.
  • Procurement processes are followed consistently, with documented playbooks and clear KPIs, supported by reporting that gives leadership continuous visibility into overall supply health.
  • A portfolio of high-value supplier contracts is negotiated and managed effectively, delivering competitive pricing, strong commercial terms, and long-term reliability that protects IQ Fiber's ability to build at scale.
  • Supply chain risks including supplier concentration, lead time volatility, and market price shifts are identified early, monitored proactively, and mitigated through actionable contingency plans before issues impact the business.
  • Junior procurement staff are mentored and developed consistently, increasing team capability, accountability, and execution strength across procurement responsibilities.
