Special Education Program Manager (Team Chair)

 

FTE: 1.0- 10 Month

Overview:
The Special Education Team Chair/Program Manager provides leadership and oversight for special education programming and services. This position ensures compliance with all applicable regulations while promoting effective service delivery and a collaborative, inclusive approach to supporting students with diverse learning needs. The role requires strong communication and organizational skills, as well as the ability to build positive relationships with families, staff, and community partners.

The Special Education Team Chair/Program Manager leads and coordinates the special education team in developing, implementing, and monitoring individualized education programs (IEPs). The position oversees student identification and evaluation processes to ensure appropriate and high-quality service delivery. Collaboration is central to this role, requiring ongoing communication with families, staff, and service providers to support student progress and foster a positive and inclusive environment. The Team Chair/Program Manager also serves as a resource for staff regarding special education procedures, policies, and best practices, and works closely with organizational leadership to align program goals with broader departmental or agency objectives. Accurate documentation and adherence to federal, state, and organizational requirements are essential components of this position.

 

Key Responsibilities: 

 

Child-Centered Team Leadership:  

  • Chair team meetings with a focus on creating individualized, meaningful and appropriate support plans for students.  
  • Foster a welcoming and inclusive environment that prioritizes student well-being and learning.  
  • Ensure compliance with special education regulations while maintaining a relationship-first approach to all interactions with families and staff.  

Collaboration and Relationship Building:  

  • Cultivate strong, trusting relationships with families and caregivers to ensure transparent communication and shared goals.  
  • Support and mentor special education teachers, related service providers, specialists and support staff to foster professional growth.  
  • Partner with school staff and administrators to create a positive, team-oriented culture that prioritizes collaboration and student success. 

Commitment to Excellence in Service Delivery:

  • Develop and implement individualized services that meet the unique needs of students, reflecting best practices and innovative approaches.  
  • Oversee the creation of well-crafted Individualized Educational Programs (IEPs) that are student-focused and goal-oriented.  
  • Act as a resource for school-based colleagues, providing coaching and guidance to ensure effective service delivery.  

Program Coordination and Oversight:

  • Coordinate with the preschool special education team and elementary administrators to design seamless group and individual services for preschool and elementary students.  
  • Advocate for necessary programming and staffing resources, balancing fiscal responsibility with the needs of students.  
  • Use data and evidence-based practices to inform recommendations and decisions.  

Preferred Qualifications:

  • Master’s degree in special education or a related field.  
  • Demonstrated experience working in special education within a school setting.  
  • Strong knowledge of MA DESE special education regulations.  
  • Exceptional interpersonal skills, a team-based mindset and a commitment to fostering positive relationships.  
  • DESE Special Education Administrator license.

  • This is a 10-month position with the opportunity for up to six additional paid summer workdays.

Salary : $66,684 - $111,308
