Organizational Context and Scope

Under the overall supervision of the Chief of Global & Domestic Programs, direct supervision of the Acting Head of Global Programs Unit, and in technical coordination with the Director of Data, Insight and Policy, the National Data Officer will bolster the Global Office Washington’s strategic engagement with the United States Government, Multilateral Development Banks and Academia by better harnessing IOM’s data capabilities across country, regional, and global levels.

Responsibilities

  • Draft regular analytical products on key operational contexts relevant to the U.S. Government priorities in coordination with CO and RO.
  • Produce monthly and ad-hoc information products of analysis and insights that demonstrate the value of IOM’s data for U.S. government stakeholders for review and technical clearance by the supervisor and relevant technical specialist prior to dissemination.
  • Contribute to mapping and monitoring the intersection of IOM data operations and strategic objectives, with US Government priorities, and share this information, as well as best practices and lessons learned, with the Global Office in Washington, relevant HQ units and Displacement Tracking Matrix (DTM) teams at regional and country level .
  • Deliver regular pre-approved data briefings to the relevant U.S. Government counterparts.
  • Work closely with the relevant U.S. government counterparts to refine analytical methodologies facilitating that IOM data is effectively leveraged for policy decisions.
  • Support the development of innovative data visualization tools that make complex migration trends more accessible to policymakers, enhancing the clarity and effectiveness of policy discussions.
  • Support collaboration with Multilateral Development Banks (MDB) such as World Bank and Interamerican Development Bank on data and analysis
  • Provide technical assistance on joint data tools and research, in coordination with relevant Regional Thematic Specialists (RTS) and HQ Units.
  • Support collaboration with universities based in the United States, including the University of Pennsylvania and Georgetown, related to IOM data.
  • Coordinate university capstone projects with IOM and provide technical guidance to students supporting displacement and migration data collection and analysis.
  • Perform any other duties required to meet the overall objectives of IOM Global Office in Washington DC.

Qualifications

Education

  • Advanced university degree (Master’s degree or equivalent) in Economics, Development Science, Data Science, Information Technology, Computer Science, Operations Research, Applied Statistics, Engineering or related fields with at least two years of relevant experience, or.
  • A first-level university degree in these specializations with at least four years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Professional experience in an international context including: using data to advance decisions, strategies and execution; applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required;
  • Experience in partnership-building and liaison with donor and government counterparts, academia, private sector entities and UN inter-agency initiatives required;;
  • Experience in a UN peacekeeping, humanitarian, development experience, ideally within IOM, and with experience or strong exposure to programming in Country Offices.

Skills

  • In-depth knowledge of migration and human mobility data and statistics, large scale data collection and management operations required;
  • Strong data literacy, presentation and communication design skills are required; Experience working with Microsoft PowerBI, Tableau, Excel, GIS tools, SQL, and Microsoft PowerPoint and other desktop publishing solutions is desirable;
  • Knowledge of cloud-based technologies and services for information management and data analytics an advantage;
  • Strong understanding of IOM’s operational architecture, including clusters, agencies, NGOs, and other partners is required.
  • Strong communication and writing skills required

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).
