Solar Construction Safety Manager - Owner's Representative
Location: Wilson, Arkansas

Project Duration: Through June 2028
Employment Type: Contract
Schedule: 50–60 hours per week
Pay Rate: $55.00/hour ($82.50/hour OT)
Per Diem: $165/day
Project Overview
This Solar Project is a planned 440 MW utility-scale solar facility representing nearly $700 million in investment. The project is expected to create approximately 500 construction jobs while delivering long-term economic benefits to the region.
Industrial Safety Solutions (ISS) is seeking an experienced Safety Manager to serve as the Owner's Representative supporting our client throughout construction.
Position Summary
The Safety Manager will represent the Owner by providing oversight, monitoring, auditing, and reporting to ensure EPC contractor compliance with approved environmental, health, and safety programs. This position works closely with the Owner Safety Manager and Project Management Team to verify implementation of corporate safety expectations and regulatory compliance throughout the project lifecycle.
Primary Responsibilities
- Monitor EPC contractor implementation of site environmental, health, and safety programs.
- Verify compliance with approved site safety plans and applicable regulatory requirements.
- Conduct routine field safety inspections and audits.
- Identify hazards and recommend corrective or preventative actions.
- Track corrective actions through completion.
- Prepare and submit safety reports to Owner Safety Manager, Site Manager, and Project Manager.
- Participate in daily pre-task meetings and project-wide safety meetings.
- Assist with incident investigations from initial notification through closure.
- Ensure EPC contractors conduct required employee orientations and ongoing safety training.
- Maintain organized electronic safety documentation.
- Serve as the primary safety liaison between the Owner, EPC contractor, subcontractors, and equipment suppliers.
- Promote a proactive safety culture throughout the project.
- Maintain professional communication while enforcing project safety expectations.
Essential Functions
- Monitor contractor compliance with OSHA regulations and project safety standards.
- Maintain detailed safety records and documentation.
- Track safety observations and non-conformances to resolution.
- Support regulatory reporting requirements.
- Work collaboratively with Owner representatives, EPC management, subcontractors, and field personnel.
- Demonstrate leadership through visible field presence and consistent safety engagement.
- Uphold company values while maintaining professionalism and integrity.
Minimum Qualifications
- Minimum five (5) years of experience as a full-time Health & Safety Professional in utility-scale solar construction.
Preferred Certifications
- CSP (Certified Safety Professional), CRSP, CHST, or equivalent
- OSHA 30-Hour Construction
- Qualified Health & Safety Officer (QHSO)
- Construction Safety Training System (CSTS 2020)
- Joint Work Site Health & Safety Committee/Representative Training
- Current CPR/First Aid certification from a nationally recognized provider
Equivalent combinations of education and experience may be considered, including:
- Associate's degree in a construction-related field with qualifying safety experience
- Five (5) years serving as an EHS Manager on utility-scale solar construction projects

- Ability to operate a company-approved rental vehicle
- Personal Fall Arrest System (PFAS) if required
Physical Requirements
- Ability to work outdoors in varying weather conditions.
- Walk uneven terrain throughout active construction sites.
- Climb ladders and access elevated work areas.
- Stand and walk for extended periods.
- Lift up to 25 pounds.
- Wear required personal protective equipment (PPE) throughout the workday.
