LOCATION: Hybrid (Noblesville, IN); remote work flexibility with periodic in-person meetings or presence at regional offices or worksites as needed 

TRAVEL: ~50% (primarily for site visits, conferences, or partner engagements; all travel is reimbursed 

SCHEDULE: Monday–Friday with occasional weekends 

TARGET COMPENSATION: $100,000–$125,000 base salary performance incentives

Interstate Business Solutions relies heavily on the Director of Operations to oversee daily performance across numerous field service contracts. This high-impact role is entrusted with broad authority to manage field operations, ensure contract compliance, oversee traffic control and safety, and facilitate successful project delivery nationwide. 


Additionally, the position is crucial for contract renewal efforts and client relationship management. The Director of Operations will act as a trusted partner to clients, consistently exceeding service expectations and establishing the company as the contractor of choice for ongoing and future work. 


JOB DUTIES 

Field Operations Leadership 

The Director of Operations will direct and manage all field operations, which include highway and right-of-way services such as mowing, litter removal, street sweeping, and snow removal, as well as property maintenance services. This role involves leading scheduling, staffing, and resource allocation to maximize efficiency and safety in the field. Continuous improvement is a priority, achieved through the use of performance metrics, cost reduction strategies, and the adoption of technologies. 


Contract Management and Renewal 

This position is responsible for overseeing contracts with both private and public sector clients, ensuring that all standards, deliverables, and budgets are consistently met. The Director will monitor contract performance metrics, prepare necessary reports, and implement corrective actions when required. A key aspect of the role is facilitating contract renewals by maintaining high levels of client satisfaction and positioning Interstate Business Solutions for future contract awards. 


Client Relationship Management 

Serving as the primary operational point of contact with clients, the Director of Operations will build and maintain strong relationships. The role demands proactive attention to client concerns, requests, and feedback to reinforce trust and partnership. The Director will represent the company in meetings, presentations, and contract discussions, ensuring that client expectations are understood and met. 


Temporary Traffic Control and Safety 

The Director of Operations is responsible for supporting the development and implementation of temporary traffic control (TTC) plans, ensuring alignment with relevant standards and effective coordination with field teams. Compliance with MUTCD and state-specific requirements is essential. The role also involves fostering a safety-first culture, working to reduce incident rates and ensuring contractor and crew compliance. 


Project Delivery and Performance 

This role manages the planning and execution of field operations projects, ensuring delivery is both on time and within budget. The Director will implement operational systems and tools designed to improve quality and efficiency. Leadership is also required during emergency responses, weather events, and urgent client needs. 


Fiscal Management and Financial Oversight 

The Director of Operations oversees operational budgets, expenditures, and financial reporting for all field service contracts and projects. Responsibilities include ensuring compliance with company financial policies, contract requirements, and industry regulations. Monitoring budget performance, identifying cost-saving opportunities, and implementing corrective actions when necessary are key aspects. Collaboration with senior leadership and the finance team is expected to support strategic planning, forecasting, and contract renewals. Timely and accurate financial reports should be provided to support decision-making and maintain fiscal accountability. 


Statements of Objectives (SOO) 

Drafting and establishing Statements of Objectives (SOO) for proposals and new business opportunities is an important responsibility. The Director must ensure all SOOs align with operational best practices, compliance requirements, and client priorities. 


QUALIFICATIONS 

  • Bachelor’s degree in Construction Management, Civil Engineering, Business Administration, Public Administration, or a related field. 
  • At least 5 years of progressive experience in field operations, property maintenance, or transportation infrastructure services. 
  • Demonstrated success in contract management, contract renewal, temporary traffic control, and project execution. 
  • Strong background in building and maintaining client relationships. 
  • Experience drafting Statements of Objectives (SOO) and supporting RFP/RFQ responses. 
  • Exceptional leadership, communication, and problem-solving skills, with the ability to manage diverse crews and subcontractors. 
  • Residency in Indianapolis or surrounding counties is required. 
  • Ability to travel throughout Indiana and across the U.S. as needed, including emergency mobilizations.
