Position Title: Project Manager
Columbia, SC 29210
Duration of the Contract: 12 months
Scope of the project:
- The primary objectives of this engagement are:
- Deliver project outcomes on time, within scope, and within budget
- Provide expert-level project management to guide planning, scheduling, execution, risk mitigation, and reporting.
- Provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs.
- Improve project transparency through accurate documentation, dashboards, and communication to leadership and stakeholders.
- The Contractor will report to the Director of Admin IT or designated project executive.
- Regular updates will be required through established reporting mechanisms and recurring meetings.
Daily Duties / Responsibility
- Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination
- Develop and maintain project plans, RAID logs, communication plans, status, reports, and executive updates
- Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
- Facilitate work sessions to validate scope, requirements, and deliverables; maintain alignment with sponsors and stakeholders
- Identify risks and issues; recommend and implement mitigation strategies
- Support procurement processes as needed (RFPs, SOWs, vendor oversight) consistent with state and Admin procurement standard
- Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks
Business Analysis Responsibilities
- Lead structured requirements elicitation including interviews, workshops, journey mapping, process modelling, and data analysis
- Document clear, testable requirements: business, functional, non-functional, user stories, and acceptance criteria.
- Define current-state and future-state processes, workflows, and data flows quantify KPIs and business value.
- Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
- Evaluate build-vs.-buy options and support creation of diagrams, models, and integration patterns when required.
Change Management & Adoption
- Develop change management and communication plans.
- Coordinate UAT, cutover activities, readiness planning, and post-launch support.
- Support adoption using metrics, user feedback, and continuous improvement loops

Required skills
- Minimum 7 years project management experience with moderate to high complexity.
- Demonstrated experience in business analysis and process redesign.
- Minimum 5 years’ experience managing IT, regulatory, compliance, or enterprise-level initiatives
Required Education:
- Bachelor’s degree required
Required Certifications:
- PMP, PMI-ACP, or comparable certification preferred.
