The Administrative Expenditures and Control (AX) division is responsible for controlling all Fund payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements. Activities under the administrative budget include the procurement of goods and services, the execution of payroll and associated staff benefits, allowances and pension benefits and the delivery of business and benefit travel services and seminars. Under the capital budget, this entails the execution of information technology projects, building construction projects and other facilities. It also monitors changes in U.S. tax legislation and the impact such changes could have on the Staff Retirement Plan and the Fund's Tax Allowance system.
As one of two Deputy Division Chiefs, the incumbent is expected to assist the Division Chief in managing, contributing to, and supervising the work of the division, including taking charge of the Division in the absence of the Division Chief.
Under the general direction of the Division Chief, the incumbent will have primary responsibility for the management of five work units in the Administrative Payments Section of AX - External Accounts, Accounts Payable, Travel Payments, General Accounting and Project Costing, and Cashiers. Under the general direction of the Division Chief, the incumbent will plan, coordinate, and monitor work assignments; supervise and coach professional and support-level staff; provide feedback on performance and development; and recruit and onboard new staff.
He/she will oversee the operations and controls over the processing of accounts payable, travel payments and External Accounts unit disbursements and the general ledger accounting and reporting for all expenditures under the administrative and capital budgets. This responsibility will extend to the oversight and management of the Fund-wide ERP financial system (FACTS) and the on-going maintenance of associated business practices, procedures, and controls to ensure the timely and accurate execution of financial operations.
The responsibilities of the Deputy Division Chief will include providing input and advice on the formulation and implementation of procurement, travel and overseas offices, technical assistance, and the general accounting policies, procedures and business practices used in the execution of the administrative and capital budgets. It also entails collaborating with ICD, LEG, and other functional and area departments in the drafting and negotiation of agreements with donors, host countries, and recipient countries for the financing and establishment of technical assistance programs, regional technical assistance centers (RTACs), and regional training centers. He/she will be responsible for coordinating the financial year-end closing of the administrative and capital budget books and managing the external audit of the two budgets. In addition, the incumbent will oversee all cash management activities for the Fund's No. 2 and commercial bank accounts and manage the relationships and service agreements with the Fund's commercial banks.
He/she will participate in divisional and Fund-wide streamlining and automation initiatives; ensure a sound internal control environment over the division's operations; maintain and execute the division's business continuity plan and oversee internal and external audits of operations and control frameworks and software upgrade activities.
Qualifications
For Grade A15, educational development, typically acquired by the completion of an advanced university degree in accounting or a related field supplemented by a minimum of thirteen years of relevant work experience.
A professional accounting certification (such as CPA or CA) is required, together with extensive supervisory experience in accounting and financial management. Knowledge of industry best practices in the procurement and travel areas; knowledge of the Fund's procurement and travel policies, and budgetary and financial control systems would be an asset. Strong analytical skills, a sound understanding of information technology and experience with project management, including a demonstrated track record as a change agent, are essential. The position also requires strong managerial and coaching skills, the ability to collaborate effectively with diverse client groups, and excellent verbal and written communication skills.
