General Description Of Position

This is a responsible managerial position in managing City operations, overseeing major functions of assigned departments, and to serve as acting City Manager in absence of the City Manager.

Essential Duties And Responsibilities

  • Supervises, directs, and evaluates assigned staff: addresses employee concerns and problems; directs work; provides counseling; provides discipline; and conducts employee performance appraisals.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.
  • Consults with the City Manager and other City management staff to review department activities, provide recommendations, resolve problems, and receive advice/direction.
  • Directs, coordinates, and oversees real estate acquisitions or dispositions for the City. Ensure proper processes and rules are adhered to between all responsible parties. Negotiate real estate purchases, sales and leases. Directs the preparation and review of a wide variety of deeds, easements, releases, disclaimers, agreements, and other related documents.
  • Establishes policies and procedures for real estate acquisition and disposition and provides centralized management of real property of the City. This includes acquisition, sale, and leasing of real property; assessment of properties for holding or disposition as surplus; management of leases – compliance, reviewing expiring contracts for optimal use of the assets, working with necessary parties on opportunities for renewals and increased/decreased pricing; and maintaining an inventory and history of all City owned properties.
  • Performs administrative functions associated with City operations; develops/implements long and short-term plans, goals, and objectives; develops, updates, and implements policies and procedures; prepares, reviews, and administers annual City-wide budgets; monitors expenditures; and makes policy recommendations to City officials.
  • Provides administrative direction for areas of assignment; coordinates department work activities and prioritizes projects; serves as team leader, drafts team agendas, and chairs team meetings; conducts research and prepares outlines, reports, and documentation; presents/defends reports at meetings; participates in meetings to include providing background, asking questions, discussing issues, sharing information, making decisions, and giving assignments; initiates problem resolution and recommends alternative actions; determines plan of action and commits various resources and appropriate.
  • Prepares or completes various forms, reports, correspondence, purchase requisitions, budget documents, newspaper copy, statistical analysis, technical study reports, training reports, performance appraisals, grant documents, flow charts, diagrams, agendas , or other similar documents.
  • Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, presentation, document imaging, communications, or other software programs.
  • Responds to complaints and questions related to City/department operations; provides information, research problems, and initiates problem resolution.
  • Coordinates City/department activities with those of other departments, other municipalities, contractors, consultants, outside agencies, or others as needed.
  • Attends various meetings; serves on committees as needed; gives speeches or presentations.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new procedures, technologies, trends, and advances in the profession; reads professional literature; maintains professional affiliations, attends conferences, workshops, and training sessions as appropriate.
  • Perform any other related duties as required or assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Knowledge of real estate practices, procedures and laws; the requirements of form, content, and recording necessary to validate real estate documents; methods of appraisal of property; real estate title and valuation work.
  • Knowledge of real estate documents including agreements, contracts, easements, leases, deeds, releases, disclaimers, etc.
  • Knowledge of procurement practices.
  • Ability to establish and maintain effective working relationships with City officials, directors, managers, employees, representatives of property owners, lending institutions, and the public.
  • Ability to plan, organize and refine operating procedures; set clear objectives, measure and monitor process.
  • Knowledge of modern management practices and procedures; application of data processing to office operations, including record maintenance.
  • Ability to make presentations to committees and boards, including City Commission
  • Ability to perform critical thinking and analysis, prioritize, work under pressure, and provide information to internal and external customers.

Education And Experience

Bachelor’s degree in business or public administration, finance, or related field. Five (5) years previous experience and/or training that includes municipal administration in a city of similar size; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.

Required Certificates, Licenses, Registrations

Must possess a valid Florida Driver's License with an acceptable driving record.

Preferred Certificates, Licenses, Registrations

Master’s degree in public or business administration, finance, or related field preferred.

Supervisory Responsibilities

This position will directly supervise TBD employees.

This position may indirectly supervise TBD employees.

If applicable, supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.

SUPERVISION RECEIVED

Under administrative direction, setting up own standard of performance. Virtually self-supervising. Reports to SENIOR MANAGEMENT of the organization.

HIGHLY INTENSE; Continual involvement with strategic and operational management functions which relate to both the short-term and long-term time periods.
