We are known for our ability to work in complex settings including conflict-affected areas and for our commitment to actionable insight, data-driven strategy, and long-term impact.Job Title: Senior Evaluation SpecialistDepartment/Location: MERL / RemoteReports To: Project DirectorType: ConsultancyClassification: ConsultancyClearance Required: N/AOverview: The Senior Evaluation Specialist is responsible for the detailed design and implementation of the evaluation methodology and brings additional, specialized expertise in gender equality and youth engagement. This role leads on methodological rigor (qualitative and quantitative), integration of cross-cutting dimensions, and synthesis of evidence into robust, actionable findings.ResponsibilitiesEssential Duties/Tasks and Responsibilities:Design and operationalize the evaluation framework and tools (evaluation matrix, indicators, sampling strategies, interview guides, document review protocols).Lead mixed-methods data collection and analysis, including integration of desk review, interviews, survey data (Annual Member Survey inputs), and field visit evidence.Ensure systematic application of evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability) across all components: Work Program, strategies, Global Call, and recommendations.Lead the assessment of the Gender Strategy and Youth Engagement Plan, ensuring that gender equality and youth engagement are fully reflected in evaluation questions, data collection, analysis, and recommendations.Provide technical leadership on cross-cutting analysis (e.g., disaggregation by region, partner type, gender/youth dimensions, ODA category).Contribute substantively to the Inception Report, Draft and Final Reports, and presentations, ensuring clear, evidence-based narratives.Participate in key informant interviews, five country visits.Qualification Requirements:10 years of experience in designing and implementing evaluations for international organizations, preferably in climate change and/or sustainable development sectors.Demonstrated expertise in mixed-methods evaluation, including qualitative and quantitative techniques, triangulation, and comparative analysis across regions and stakeholder groups.Proven experience integrating gender equality and youth engagement into evaluation design, implementation, and reporting (e.g., specific gender/youth-focused evaluations or strong cross-cutting integration in broader evaluations).Experience with multi-country and multi-stakeholder evaluations, ideally involving coalitions, partnerships, or global programs.Proficiency with qualitative and quantitative analysis tools (e.g., NVivo, Atlas.ti, Excel, SPSS, R, or similar).Strong written and verbal communication skills in English; knowledge of French or Spanish is an asset.Education: Advanced degree in evaluation, social sciences, international development, public policy, gender studies, or a related field.Working Environment: Work is typically performed remotely.Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.Travel: five country visits.About the Organization:Proudly based in Fairfax, Virginia since 1987, Integrated Business & Technical Consultants, Inc.
