Qualifications:
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience using the Automated Trust Fund Recovery (ATFR) application to process Trust Fund Recovery Penalty (TFRP) investigations. Experience using the Integrated Collection System (ICS) and IDRS to research case information and to resolve issues involving the TFRP. Experience in supporting functional automation systems by troubleshooting issues (e.g., hardware equipment & software applications). Experience in review of SB/SE Requests for Organizational Change (S-ROCs) for system change impacts, preparation of S-ROC action plans and leading related instructional calls. Experience in preparation and analysis of ATFR reports. Experience communicating with internal and external customers and in preparing written reports, user guides, and job aids. Experience in the use of virtual communication and training tools, the use of data management techniques and performing in an instructor or presenter capacity. Experience leading and participating in a team environment.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Develops and presents complete plans for activities assigned, and coordinates programs or program segments and related procedures.
May participate in formal or informal studies, either on own initiative or as directed by the supervisor. Formulates project proposals, makes recommendations on priorities, scope, timing and techniques for consideration and decision by the supervisor.
Implements, plans and prepares draft program documents, technical material and other guidance related to ongoing programs, or in order to implement new programs.
Conducts special studies and analyses of data to evaluate program accomplishments. Reviews and analyzes statistical reports and develops other information to identify trends, deficiencies, potential problem areas and the impact of new programs having broad impact on collection activities.
Develops collection strategies, model plans, or significant procedures for use by revenue officers to address new program requirements and practices, or implement new laws or regulations.
Conducts workload and complete staff studies to ascertain appropriate staffing requirements. Develops and implements procedures necessary to ensure effective fiscal, personnel and facilities resources management.
Salary : $98,496 - $158,432
