POSITION SUMMARY:

ICAP is a private, non-profit agency mobilizing private and public sector resources to help low and moderate income people improve their living conditions. The Housing Services Division provides home rehabilitation and weatherization services for income eligible households.

The Housing Services Manager is responsible for the overall operation of the Weatherization Program, an energy conservation program operating in Delaware, Henry, Hancock, Blackford, Jay, Randolph, Shelby, Johnson, Wayne, Fayette, and Rush counties. The Manager is responsible for the design, implementation and achievement of annual program production goals.

QUALIFICATIONS REQUIRED:

  • BA/BS degree in a related field preferred in Social Services, Public/Business Administration.
  • Background in housing programs helpful.
  • Two (2) years’ experience in construction/housing rehab or program management helpful.
  • Advanced knowledge of WX program guidelines, construction techniques and management principles preferred.
  • Two years previous supervision experience required.

  • Must attend and successfully complete the Energy Auditor course within 1 year of hire.
  • Complete 10 hour OSHA safety program and achieve certification.
  • Basic computer skills including MS Word, Excel, Power Point, and Google Docs.

MAJOR DUTIES/FUNCTIONS AND RESPONSIBILITIES:

  • Operate the Weatherization Program in compliance with State and Federal standards and guidelines to ensure a compliant and effective program, keeping up to date on all regulatory changes. Coordinate, supervise and implement the program per agency policies and funding sources.
  • Select, train and evaluate all program personnel consistent with EEO/ADA regulations and agency policy. Oversee the scheduling, performance and productivity of all weatherization program employees. Provide coaching, counseling and direction as needed. Maintain a positive employee/leader relationship.
  • Track and coordinate all weatherization and OSHA in-service trainings for employees. Communicate with INCAA and agency staff regarding available trainings.
  • Solicit contractor, sub-contractor bids, recruit, supervise, and assign work for heating and maintenance work as needed.
  • Ensure compliance of work plans with DOE regulations, Indiana WAP and INCAA work standards.
  • Maintain communication with customers during weatherization work performed ensuring quality workmanship and excellent customer service.
  • Execute periodic visual detailed inspections of each home weatherized. Review work completed by the weatherization crews and those electrical, plumbing and heating contractors used to ensure quality workmanship ensuring program standards and compliance requirements.
  • Provide and track follow up plans on call backs and re-works.
  • Be diligent in the tracking and management of program finances. Oversee expenditures on all projects to assure necessity, appropriateness and within expenditure levels. Work in collaboration with other administration team members in cost oversight functions.
  • Establish program goals and develop monthly, quarterly and annual production plans, reviewing often to ensure all bench marks are being met. Set, plan and execute plans to obtain goals.
  • Complete and submit program reports required in a timely manner.
  • Create and review customer files ensuring timely completion of scheduled work and quality accountability.
  • Accountable for weatherization facility including tools, instruments, materials, and vehicles for the weatherization program.
  • Research, compare, purchase and maintain all weatherization materials including ordering, stocking and maintaining weatherization materials warehouse according to ICAP procurement policies. Maintain inventory control and conduct annual inventory reconciliation
  • Represent ICAP and the Weatherization Program at public meetings. Cultivate positive community relations by responding to community information inquiries in a knowledgeable and efficient manner.
  • Communicate effectively with local contractors, subcontractors and vendors of weatherization products.
  • Attend all required conferences, quarterly meetings and trainings relevant to Weatherization. Attend all OSHA safety trainings to ensure the commitment to OSHA safety of Weatherization employees. Ensure high safety standards through periodic reviews for crew members and leaders.
  • Lead weekly weatherization team meetings.
  • Implement and oversee any/all Housing Services program development.
  • Perform all other duties and responsibilities as assigned.

  • Must have the knowledge, skills and abilities to direct and oversee a government funded program. Excellent verbal and written communication skills.
  • Be personable and well-groomed with the ability to speak clearly and convey technical information in plain language.
  • Must be highly motivated, self-directed, energetic, enthusiastic and dependable.

  • Respectful of program customers and demonstrates excellent customer services skills.

  • Must be detail oriented, complete reports, estimates, and all paperwork efficiently and accurately.
  • Performing mathematical calculations are necessary for budgets, production, schedules and program evaluations.
  • Excellent organization skills required.
  • Demonstrated ability to analyze situations with the ability to exercise independent and decisive judgments.
  • Demonstrated ability to provide information and educate clients as to energy savings, safety and other weatherization concerns
  • Be knowledgeable of weatherization work and provide technical assistance to and direction for weatherization crews.
  • Ability to train and motivate work crews to produce quality workmanship and customer service excellence. Create and implement a team environment.
  • General administrative skills and abilities are needed including basic computer skills and knowledge of computer software such as MS Word, Excel, and key websites to retrieve data (e.g. IWAP, I-LEAD, etc.) with the ability to learn WA 8.6.0.4 as well as any other program specific software.
  • Troubleshooting and innovative problem solving skills with the ability to work well under pressure.
  • Ability to analyze housing stock in regards to weatherization program directives.
  • Educate and increase the knowledge and awareness of employees regarding new weatherization techniques, equipment and specialized projects.
  • Ability to collect, analyze and organize data as necessary for research and documentation purposes.
  • Be familiar with housing stock, heating and venting systems and overall construction types and methods in relation to weatherization priorities and directives.
  • Knowledge of the safe usage of hand tools, power tools and equipment.
  • Willingness to work overtime including evenings and weekends as requested.

PHYSICAL REQUIREMENTS FOR THE POSITION:

  • May require ability to work in extreme conditions. May climb, balance, kneel and crawl in attics, basements, crawl spaces and work in confined spaces with high temperatures.
  • Ability to lift and move 75 pounds unassisted.

SUPERVISION RECEIVED: The Housing Weatherization Manager reports to the Executive Director.

POSITION CLASSIFICATION: Level 1 (Exempt)

Salary: DOQ

HOURS PER WEEK: 37.5

WEEKS PER YEAR: 52
