Credentialing Office Specialists (COS)
Duties:
a. At JFK and LGA, the Credentialing Office Specialist shall report to the Tour Supervisor
b. Verify the authenticity of identity documents.
c. Print/Create Airport ID Cards, only after approval is given by the Manager.
d. Follow Port Authority procedures for ID Card processing and issuance.
e. Review all security identification applications for appropriate written documentation as set forth in the Port Authority Authorized Signatory guidelines.
f. Perform fingerprinting.
g. Operate computer equipment and specialized software.
h. Maintain a current list of all active Airport Security Identification Display Area (SIDA) trainers and assisting them as required by the Manager.
i. Verify all SIDA certificates.
j. Assisting other contract trainers in the preparation and follow ups required for the SIDA courses at JFK and EWR.
k. Handle all administrative tasks as required by the Manager.
l. Observe and report suspicious activity and behavior to PAPD.
m. Protect the areas to which they are assigned.
n. Enforce rules and regulations as set forth by the Port Authority in Manager bulletins, Manuals, etc.
o. Familiarize themselves with all Credentialing Office orders.
p. Instantly report any breaches or fires to PAPD.
q. Maintain an operationally efficient post and helping people who require assistance or information provided doing so does not distract from or prevent successful completion of security services.
r. Supervise and ensure compliance with Port Authority and federal rules and regulations regarding identification of personnel and vehicles accessing the AOA.
s. Immediately report to PAPD any unauthorized individuals attempting or having gained access to the facility without required authorization.
t. Conduct periodic inspections of all areas at designated times to ascertain their security and safety by walking/driving the premises.
u. Report unclaimed or unattended property to PAPD.
v. Make full reports to supervisors of all unusual circumstances.
w. Continually perform normal and additional assigned job duties during emergencies.
x. Conducting phone call verification as part of the application review process.
y. Reporting to appropriate parties (e.g., immediate supervisor, Manager, etc.) hazardous conditions, including but not limited to ice, snow conditions, holes in fences, defective lighting and/or light outages, opened, unlocked or broken gates and sounding alarms.
z. Assist PAPD by rendering aid to persons in public areas at the Facility when required until the arrival of medical assistance.
aa. Respond to and assisting in situations involving fires, explosions, bomb threats, floods, crowd control and all other types of unspecified emergencies.
bb. Report vehicle and patron accidents to PAPD. Prepare handwritten reports as required
cc. Maintain a log of activity occurring during the tour making particular note of unusual incidents or activity.
dd. Report for duty 30 minutes prior to their assigned tours and, if required, stand roll call unless directed by the Manager.
ee. Perform all other specific responsibilities and duties as required by the Manager.
ff. Each position assigned hereunder shall be on post at all times during the scheduled hours and that post shall not be unoccupied for any reason during the scheduled shift unless properly relieved or location is secured in a Port Authority approved manner.
gg. Dress in uniform at all times while on duty.
Requirements and Qualifications:
a. Only staff approved by the Manager and fully trained may perform the function of COS.
b. All requirements outlined in the Section of the Section of the SOW entitled “Tours of Duty” (Section 8).
c. COSs shall be proficient in Microsoft Word, Outlook and Excel. This proficiency shall be determined quantitatively through the passing of a computer based administered test. The Contractor shall recommend the testing vendor The Port Authority reserves the right to approve/disapprove the testing vendor.
d. COSs must have basic knowledge of computer applications and operating systems.
e. COS shall not use personal cell/wireless telephone and/or communication devices while on post except as approved by the Manager.
f. Relief personnel may be needed for this position.
g. COS must be on their posts at all times as specified herein.
h. COS shall also meet all the requirements for the position of Airport Security Agent
