This staff will need extensive experience in project leadership, stakeholder engagement, procurement, vendor oversight, and policy analysis. This position will lead efforts to provide eligible rural providers with onboarding, oversee personnel and technical vendor support, work with DHHS and other stakeholders to establish KPIs and continuous quality improvement process.Ability to travel within North Carolina and/or nationally about once a month (Research Triangle-based candidates preferred)

Description (including, But Not Limited To)
- Guidance and leadership in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Developer / Programmer
- Understanding and knowledge of application development and architecture that serves as a strong base for technical expertise in a specific product or program
- Analysis, visual design, development, data analysis, testing and implementation, technical and user documentation, software conversions, maintenance (including production support), etc.
- Excellent communication and collaboration skills for internal and cross-agency coordination Required 5 Years
- Expertise in health IT, health services, and health policy; experience with clinical data in a Health Information Exchange context preferred Required 5 Years
- Strong project leadership and stakeholder engagement skills Required 5 Years
- Advanced knowledge of procurement, vendor oversight, and contract negotiation Required 5 Years
- Ability to develop KPIs and continuous quality improvement processes Required 5 Years
- Familiarity with federal funding compliance and CMS program requirements Required 2 Years
