Job Description

The Project Lead will oversee the end-to-end delivery of a large-scale discovery and analysis engagement for the Minnesota Department of Education (MDE) and MNIT. This role is responsible for managing schedules, coordinating multidisciplinary teams, ensuring alignment with project milestones, and leading stakeholder engagement across School Finance leadership, business SMEs, MNIT technical teams, and executive audiences.

The Project Lead ensures that the project delivers high-quality assessments, system inventories, benchmarking reports, modernization recommendations, and the strategic roadmap outlined in the STAMPS project deliverables.

Key Responsibilities:

  • Lead the project kickoff, planning activities, and ongoing governance in alignment with the RFP deliverables.
  • Develop and maintain the detailed project plan, including methodology, schedule, resources, risks, and dependencies
  • Facilitate recurring project status meetings with MDE, MNIT, and vendor team members.
  • Maintain the communication plan and ensure visibility to stakeholders at all levels.
  • Conduct or oversee up to 15 stakeholder interviews across MDE School Finance, MNIT Engineering, and Operations teams
  • Ensure business needs, pain points, compliance requirements, and process complexities are accurately captured and documented
  • Prepare executive-ready briefing materials for cabinet, leadership, and legislative audiences.
  • Coordinate cross-functional workstreams involved in:
  • application inventory
  • business process mapping
  • dependency mapping
  • risk and health assessment
  • benchmarking with peer state
  • modernization options analysis
  • Ensure consistency in artifacts across multiple technical analysts and architects.
  • Oversee the creation of all Phase 1 and Phase 2 deliverables, including reports, matrices, architectural maps, modernization roadmaps, and communication materials.
  • Validate findings, ensure traceability back to evidence, and ensure deliverables are polished and actionable.
  • Identify project risks (e.g., SME availability, data gaps, system access), propose mitigation strategies, and escalate when needed.

Manage scope to ensure compliance with the engagement’s strict discovery-only boundaries and avoid conflicts of interest.

Qualifications

  • 7 years of project or program management experience on large-scale IT modernization or enterprise assessment initiatives.
  • Experience working with state or federal agencies or similar regulated environments.
  • Proven success managing multi-disciplinary teams (business analysts, technical architects, data analysts, UX, etc.).
  • Demonstrated ability to produce executive-level deliverables and facilitate workshops with senior leadership.
  • Strong understanding of IT landscapes, including legacy systems, custom applications, interfaces, and data flow mapping.
  • Experience overseeing system portfolio assessments or large application inventories.
  • Familiarity with modernization approaches such as replatforming, consolidation, and replacement strategies.
  • Exceptional communication, stakeholder facilitation, and conflict-resolution capabilities.
  • Ability to synthesize complex technical information into clear, decision-ready insights for non-technical audiences.
  • Highly organized, with demonstrated success managing projects with many moving parts.
