Overview

The Systems Engineer Sr supports the United States Secret Service (USSS) Aviation and Airspace Security Division’s (ASD) mission, which is to develop, coordinate, and implement airspace security plans for the National Capital Region, as well as for sites visited by the President, Vice President, or other designated USSS protectees

Responsibilities

· Apply structured and disciplined systems engineering methodologies consistent with the DHS Systems Engineering Life Cycle (SELC) framework to support the design, integration, testing, and sustainment of the Counter-Unmanned Aircraft Systems (C-UAS) capability.

· Operating in collaboration with the Government and the primary system vendor, provide expert technical guidance, quality assurance, and oversight to ensure the system meets operational requirements, security standards, and mission objectives.

· Validate vendor deliverables, recommending improvements, and supporting the Government in ensuring technical rigor, interoperability, and system reliability across all components.

· Maintain and validate the Requirements Traceability Matrix (RTM) to ensure alignment between Government requirements, vendor designs, and verification activities, and recommend corrective actions for gaps or inconsistencies.

· Install systems in support of the USSS mission. Upon completion of installation and quality control processes, the contractor shall demonstrate the operability of all installed items.

· Maintain a Requirements Traceability Matrix (RTM) to align operational needs with technical designs and deliverables.

· Develop and update Interface Control Documents (ICDs) to govern interoperability across vendor-provided subsystems.

· Conduct technology surveys and comparative trade studies to identify, assess, and prioritize emerging hardware and software capabilities with potential to enhance the C-UAS mission. This includes evaluating performance, cost, maturity, interoperability, and alignment with USSS operational needs.

· Provide training materials, user adoption guides, and on-site engineering support during deployments.

· Use the testbed for automated regression testing, validation of upgrades, and evaluation of system reliability in operationally relevant conditions.

· Support and attend live and simulated T&E field tests, exercises, and demonstrations to evaluate operational readiness, validate performance against mission objectives, and

collect data for iterative improvements. Provide a report of technologies tested with details on performance, range, power, threat library, and deployment capabilities.

· Review and advise on Interface Control Documents (ICDs) to promote seamless interoperability and reduce integration risks across subsystems.

· Support and participate in verification, validation, and regression testing activities by assisting in test planning, execution oversight, and independent analysis of results to verify system performance and reliability.

· Conduct reliability and security assessments using operational and test data to identify vulnerabilities, recommend mitigation strategies, and ensure compliance with USSS, DHS, and National Security Systems (NSS) standards.

· Review Engineering Change Proposals (ECPs) and configuration updates from the vendor, providing impact analysis and recommendations to safeguard system integrity and mission alignment.

· Provide advice on and enhance configuration, change, and incident management processes to maintain traceability, accountability, and effective risk management throughout the system lifecycle.

· Support the Government in standing up and managing User Acceptance Criteria (UAC) processes, including selecting assessment tools, facilitating acceptance testing, analyzing results, and providing expert guidance to enable informed acceptance decisions.

· Proactively offer engineering guidance, best practices, and innovative solutions through continuous collaboration with Government stakeholders and the vendor to drive mission success and technological advancement.

· All systems engineering activities shall be conducted in accordance with DHS policies, SELC best practices, and USSS directives to ensure that the C-UAS capability is secure, resilient, and fully mission-capable.

Qualifications

Required:

 

· Bachelor of Science in Systems Engineering, related engineering degree

· 10 years of related experience

· Possess a thorough understanding and substantial experience in radio frequencies, sensor integration, and spectrum analysis

· Knowledge of DHS policies, SELC best practices, and USSS directives to ensure that the C-UAS capability is secure, resilient, and fully mission-capable.

· Secret Clearance

Preferred:

 

· Academic background in RF, digital systems, or electronic warfare is preferred. ABET accreditation may be accepted as a substitute for professional experience
