POSITION OVERVIEW: A short description of the general purpose of the position

The Senior Energy Control Manager provides enterprise-level leadership for all electrical and mechanical energy control activities across construction and commissioning operations. This role is responsible for the implementation, standardization, and performance of the Hazardous Energy Control Program (HECP), with a primary focus on MEP systems, energization planning, commissioning safety, and high-risk energy management.

This position leads the Energy Marshal Program across all sites, establishing clear expectations, technical standards, and consistent execution of energy control practices. The Senior Manager ensures compliance with NFPA 70E, OSHA regulations, and LOTO requirements while embedding SafeState and Energy-Based Safety (EBS) principles into field operations.

Working closely with Commissioning, Operations, and Project Leadership, this role drives consistency, accountability, and risk reduction during energization, testing, and system startup activities. The Senior Energy Control Manager serves as the primary operational authority for energy control across active projects and campuses.

KEY RESPONSIBILITIES: the main duties and tasks the role is expected to perform

  • Energy Control Program Implementation & Standardization
  • Implement and maintain the enterprise Hazardous Energy Control Program (HECP) across all sites.
  • Standardize energization, LOTO, and commissioning safety practices.
  • Ensure alignment with NFPA 70E, OSHA 1910/1926, and applicable codes and standards.
  • Establish clear field expectations for energy control execution and compliance.
  • Support audits and ensure consistent application of energy control requirements.
  • Commissioning & MEP Safety Oversight
  • Partner with Commissioning and MEP teams to integrate safety into energization sequencing and startup.
  • Review and approve first-time energization plans and high-risk Method of Procedures (MOPs).
  • Ensure SafeState verification prior to energization and system release.
  • Provide oversight for high-risk activities including:
  • Temporary power installations
  • Switchgear and bus energization
  • Electrical testing (hi-pot, primary injection)
  • Mechanical system startup and pressurization
  • Support coordination of commissioning activities across multiple systems and buildings.
  • Energy Marshal Program Leadership
  • Lead and manage the Energy Marshal Program across all projects and sites.
  • Set expectations for Energy Marshals regarding planning, execution, and authority.
  • Oversee qualification, authorization, and competency validation processes.
  • Provide direction to Energy Control HSE Managers and Senior Energy Marshals.
  • Serve as the escalation point for complex energization and energy control challenges.
  • High-Risk Activity & Energy Risk Management
  • Integrate energy control into High-Risk Activity (HRA) planning and execution.
  • Participate in 3 & 6-week look-ahead planning for upcoming energizations.
  • Ensure energy risks are identified, documented, and controlled through the Energy Risk Register.
  • Validate that direct controls are in place prior to release of hazardous energy.
  • Drive reduction of electrical and mechanical SIF exposure across projects.
  • Performance, Auditing & Continuous Improvement
  • Track and report energy control KPIs (leading and lagging indicators).
  • Conduct audits of LOTO, energization activities, and MOP execution.
  • Lead investigations into energy-related incidents and near misses.
  • Drive lessons learned and continuous improvement across all sites.
  • Support enterprise reporting and integration with systems such as HammerTech.
  • Leadership & Culture
  • Reinforce a 100% direct control verification expectation for all energy-related work.
  • Champion SafeState as a non-negotiable condition prior to energization.
  • Empower Energy Marshals with stop-work authority and decision-making confidence.
  • Mentor operational and HSE leaders in energy-based risk management.
  • Promote consistency in how energy hazards are recognized, planned, and controlled.

QUALIFICATIONS: experience, education, and attributes that are required or preferred for the job

  • Bachelor’s degree in Engineering, Construction Management, Safety, or related field (or equivalent experience).
  • 8–12 years of experience in electrical construction, commissioning, or mission-critical environments.
  • 5 years of experience leading energy control, LOTO, or commissioning safety programs.
  • Strong technical expertise in:
  • NFPA 70E
  • Lockout/Tagout (LOTO)
  • Electrical testing and commissioning
  • Energization sequencing
  • Arc flash and incident energy concepts
  • Experience supporting multi-site or campus-level operations.
