INTECON, LLC is seeking a highly motivated FOIA Specialist to support the U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). This role supports the processing of Freedom of Information Act (FOIA) and Privacy Act requests, management of procurement-related inquiries, and review of acquisition records across ICE. The FOIA Specialist ensures timely, accurate, and compliant responses to internal and external stakeholders while supporting ICE’s transparency, legal, and regulatory obligations.

Roles and Responsibilities:

  • Using Microsoft Suite applications (Outlook, Word, Excel, PowerPoint, SharePoint) to create and maintain documents, correspondence, and communications.
  • Practicing proper operational security (OPSEC) and reporting any concerns or anomalies related to sensitive information.
  • Interpreting and applying procurement and transparency regulations, including the Federal Acquisition Regulation (FAR), Freedom of Information Act, Privacy Act, and other related agency policies.
  • Using analytical and qualitative techniques to identify, evaluate, and recommend strategies to resolve complex or interrelated FOIA issues.
  • Reviewing contract files and other government documentation to identify responsive records.
  • Developing documentation required to respond to FOIA requests, including searches, summaries, redactions, and supporting materials.
  • Applying analytical strategies to evaluate information and make reasonable, well-supported conclusions.
  • Reviewing spreadsheets and documents in various formats (such as those created and maintained in Microsoft Office products).
  • Managing procurement-sensitive, law-enforcement-sensitive, or other protected information in accordance with federal standards.
  • Using or supporting the use of government contract-writing systems such as PRISM (preferred).

Qualifications:

Education: A bachelor’s degree from an accredited U.S. college or university, successfully completing a 4-year course of study. Examples of relevant degree fields include (but are not limited to): Business, Information Management, Contracting, Law, Public Administration, Political Science, or related field.

    Experience in lieu of a degree: Six (6) years of experience in Federal procurement or the private sector may be substituted for the degree.

    Required Skills & Experience:

    • Minimum four (4) years of experience as a FOIA Specialist or Procurement Analyst.
    • Experience providing procurement or contracting support to a Federal Government agency.
    • Strong proficiency with Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, and SharePoint.
    • Ability to interpret and apply the FAR, FOIA, Privacy Act, and other procurement or transparency-related regulations.
    • Experience reviewing government contract files or similar documentation.
    • Experience creating FOIA response documentation (search strategies, summaries, redactions, response packages).
    • Strong analytical abilities with the capability to evaluate information, identify patterns, and make well-supported conclusions.
    • Experience reviewing spreadsheets and documents in multiple formats and ensuring accuracy and completeness.
    • Ability to use analytical and qualitative techniques to resolve complex FOIA-related issues.
    • Excellent written and verbal communication skills, with strong organizational abilities.
    • Ability to maintain OPSEC practices and work with procurement-sensitive, law-enforcement-sensitive, or otherwise protected information.
    • Experience with government contract-writing systems such as PRISM (preferred).

    Preferred Certifications and Training:

    • IAPP Certified Information Privacy Professional (CIPP/US or CIPP/G)
    • FOIA Training Certificate (DOJ OIP, USDA, DHS, or equivalent)
    • Records Management or Information Governance training
    • Government Acquisition coursework (FAR Fundamentals, CON 100/CON 237, or similar)

    Proficiency in:

    • Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint
    • Reviewing, analyzing, and interpreting federal procurement and FOIA-related documents
    • Documentation preparation for FOIA, Privacy Act, and procurement inquiries
    • Data evaluation and qualitative analysis
    • Drafting summaries, response packages, and supporting materials for FOIA requests
    • Organizing and managing sensitive or protected information
