The Florida Department of Agriculture and Consumer Services (FDACS) is seeking an experienced Systems Software Programmer to support the Division of Agricultural and Environmental Services (AES). The selected consultant will maintain, enhance, and support the Registration Tracking System (RTS), a mission-critical Oracle-based application used for pesticide registration, licensing, and regulatory operations. The role focuses on application maintenance, database enhancements, bug fixes, and integration with enterprise systems.
Key Responsibilities
- Maintain and enhance the Registration Tracking System (RTS).
- Develop new features and resolve application defects.
- Design and implement Oracle Forms, PL/SQL, and SQL solutions.
- Enhance integrations with the OnBase document management system through web services.
- Collaborate with business users, database administrators, and technical teams to gather requirements.
- Prepare technical documentation including requirements, design documents, deployment plans, and change logs.
- Develop and execute test plans for new features and enhancements.
- Document code changes and maintain coding standards.
- Participate in application maintenance, troubleshooting, and production support.
- Provide weekly status reports detailing completed work and ongoing activities.
Required Qualifications
- Minimum 5 years of experience developing applications using Oracle Forms (Oracle WebForms).
- Minimum 5 years of experience programming with Oracle PL/SQL, SQL*Plus, or TOAD.
- Strong experience with Object-Oriented Programming (OOP) concepts.
- Experience working within collaborative software development teams.
- Minimum 3 years of experience supporting or developing RTS application components.
- Excellent verbal and written communication skills.
- Ability to communicate effectively with both technical and business stakeholders.
Preferred Qualifications
- Experience with Oracle 11g Relational Database Management Systems.
- Experience integrating applications using web services.
- Familiarity with document management systems such as OnBase.
- Experience working in Florida State Government or similar public sector environments.
- Knowledge of software development lifecycle (SDLC), testing methodologies, and application documentation standards.

- Must successfully complete a Level 2 Background Check.
- Must sign confidentiality and data usage agreements.
- Must complete Department ethics and cybersecurity awareness training prior to onboarding.
