State Refugee Health Coordinator

Inspiritus is designated by the federal Office of Refugee Resettlement (ORR) to administer the Alabama state refugee resettlement program and serve as the State Refugee Coordinator (SRC) and State Refugee Health Coordinator’s (SRHC) office. The State Refugee Health Coordinator (SRHC) is the primary contact for all refugee health related issues in the state of Alabama. The SRHC provides health expertise and complements the responsibilities of the SRC. This position provides programmatic and technical public health support to address refugee medical screening requirements and health issues on the part of the state of Alabama and its partners. The SRHC facilitates, coordinates, and monitors all statewide activities related to the Refugee Medical Screening (RMS) and Refugee Health Promotion (RHP) programs. This position reports to the SRC.

  • Located in Birmingham, Alabama
  • Hybrid virtual/remote with some on-site required, up to 10% travel
  • Monday through Friday; 8:30AM – 5:00PM
  • Annual Compensation: $55,000 - $65,000

Responsibilities:

  • Coordinates with local health departments, refugee resettlement agencies and the State Refugee Coordinator to enhance implementation and outcomes in the refugee health screening process.
  • Collects and analyses health screening data for surveillance, trends and identification of public health issues.
  • Provides reports to the CDC, ORR, and local agencies and identifies emerging health issues in the refugee population.
  • Assists with collaborative gap analysis and procures funding to meet the health needs of newly arriving refugees to prevent costly future medical interventions and protect the public from communicable diseases.
  • Oversees the daily operations of the program including use of the refugee database, monitoring of grants/contracts and education of refugee and international health stakeholders.
  • Manages the medical screening program.
  • Responds to disease outbreaks or other public health problems occurring in ORR-served populations.
  • Addresses gaps in health coverage to refugees and ORR-eligible populations in Alabama.
  • Troubleshoots complex medical case management issues.
  • Engages in efforts to remove barriers to ongoing care.
  • Educates health care professionals, state officials, and other stakeholders on National Culturally and Linguistically Appropriate Services (CLAS) Standards and other refugee health issues.
  • Coordinates with partners to leverage the expertise of state and local health departments.
  • Identifies and collaborates with new partners to promote refugee health.
  • Coordinates RMS activities across state and monitors RMS providers for compliance.
  • Ensures coordination between refugee resettlement agencies and health clinics.
  • Addresses interpretation, transportation and capacity issues at agencies and clinics to increase meaningful and timely access to medical screening.
  • Promotes mental health care by developing linkages between mental health service providers and refugee-serving organizations.
  • Develops training materials for mainstream providers on refugee health and other trainings to respond to provider-specific needs (and/or partner with community organizations to provide such trainings).
  • Convenes regularly with ORR and other State Refugee Health Coordinators to promote collaboration and best practices.
  • Supervises, leads, guides, and supports the State Refugee Mental Health Coordinator, Health Navigator, and other applicable program staff. 
  • Interviews and selects staff with input from others.
  • Understands and is aware of all aspects of the program’s contractual requirements.
  • Organizes and coordinates program activities in compliance with all contract and regulatory requirements.
  • Ensures that all services provided by the department meet or exceed contract standards and guidelines.
  • Assists staff with issues or grievances that may arise with clients, the community, or others.
  • Maintains personal and professional boundaries in the performance of the job.
  • Forges mutually respectful partnerships with clients, co-workers, and volunteers.
  • Participates in Inspiritus functions and public relations activities.
  • Participates in training and professional conferences to keep abreast of current trends.
  • Conforms with and abides by all regulations, policies, work procedures, and instructions.
  • Performs other duties as assigned by manager.
Qualifications:

Qualifications:

  • Bachelor’s degree in Public Administration, Public Health, Organizational Development, Non-profit Management, or related fields required and a minimum of five years of previous program management experience in human services, or an equivalent combination of education and experience. Master’s degree preferred. 
  • Experience in health promotion and education in diverse community settings.
  • Experience in program monitoring, evaluation and grants management.
  • Experience in planning for, implementation of, and oversight of advanced, complex and robust data management systems (i.e. identifying, gathering, tracking, analyzing, and reporting).
  • Excellent oral and written communication skills in English.
  • Experience working in a culturally diverse environment and high level of cultural competence.
  • Excellent computer skills, accurate typing, and knowledge of Microsoft Word, Excel, and Outlook.
  • Must have the ability to communicate with all persons in a culturally competent manner.
  • Must be sensitive to the service population’s cultural and socioeconomic characteristics.
  • Proven ability to negotiate and work with stakeholders; experience with organizational capacity strengthening and partnership building.

Physical Demands:
