Organization Overview:

Inspire Together is a nonprofit organization dedicated to supporting youth and families in overcoming homelessness, poverty, and systemic barriers. Our Transitional Living Program (TLP) provides stable housing, life skills development, and individualized case management to young adults (ages 18–24) as they transition to independence and long-term stability.

A Program Supervisor for a Transitional Living Program (TLP) is a mid-to-senior level leadership role responsible for the clinical, operational, and administrative success of a housing program for vulnerable populations (such as youth, veterans, or survivors of domestic violence).

Job Summary

The Program Supervisor provides leadership and coordination for the TLP, ensuring the delivery of safe, trauma-informed, and developmentally appropriate services. They oversee day-to-day operations, staff performance, and compliance with local, state, and federal requirements (such as the Runaway and Homeless Youth (RHY) Rule or HUD regulations).

Key Responsibilities

  • Program Management & Oversight
  • Direct daily operations to maintain a stable, person-centered program environment.
  • Monitor caseload distribution and the quality of individualized service plans.
  • Coordinate intake, assessment, and eligibility processes using tools like the Casey Life Skills Assessment (CLSA) or VI-SPDAT.
  • Oversee transition planning to ensure participants exit to permanent housing.
  • Staff Supervision & Development
  • Recruit, train, and provide regular clinical or administrative supervision to case managers and support staff.
  • Conduct performance evaluations and manage staff accountability for documentation standards.
  • Ensure staff follow trauma-informed care and Positive Youth Development (PYD) principles.
  • Compliance & Data Management
  • Ensure all data is accurately entered into systems like the Homeless Management Information System (HMIS) within required timelines.
  • Conduct internal audits of client files to maintain readiness for funder monitoring.
  • Prepare and submit monthly, quarterly, and annual narrative and statistical reports.
  • Fiscal & External Relations
  • Assist in budget development and monitor program expenditures to ensure fiscal compliance.
  • Build and maintain partnerships with community organizations, landlords, and healthcare providers.
  • Represent the agency at stakeholder meetings, coalitions, and Continuum of Care (CoC) workgroups.
  • Crisis & Safety
  • Participate in a rotating on-call schedule to provide emergency support for site incidents.
  • Oversee facility safety, including health inspections and emergency drills.

Required Qualifications

  • Education: Bachelor’s degree in Social Work, Psychology, Counseling, or a related field is required. A Master’s degree (MSW/MA) is often preferred for roles with clinical supervision duties.
  • Experience: Typically 3–5 years in social services, with at least 1–2 years in a supervisory or leadership capacity.
  • Licenses: A valid driver’s license and clean driving record are mandatory. Professional licensure (LCSW, LPC) may be required depending on the state and clinical nature of the program.
  • Certifications: CPR/First Aid and specialized crisis intervention training (e.g., CPI).

Work Environment

  • This role typically requires an in-person presence at residential facilities.
  • Physical demands may include walking between sites, climbing stairs, and occasionally lifting up to 25–50 lbs.
  • Requires a flexible schedule, including evenings and weekends for on-call emergencies.

Pay: $20.00 - $22.00 per hour
