Program Overview

Insight Housing’s Supportive Services are designed to serve very low-income, primarily homeless Veterans and Veteran families, as well as other individuals and families experiencing homelessness through programs like the Cal-Aim Housing Community Supports Program, the Albany Project HOPE rapid rehousing program, and the Shelter Plus Care program. These programs assist participants in exiting homelessness to permanent housing and in maintaining that placement. Services provided by Insight Housing include street and venue-based outreach, case management, permanent housing placement, employment services, and assistance in obtaining benefits. Additional programs may be added as Insight Housing continues to grow.

 

Position Summary

In collaboration with the Director of Supportive Services, the Senior Manager’s (SM) primary focus will be to provide oversight for the Housing Community Supports Program, the Albany Project HOPE program, and the Shelter Plus Care program; supervise new program planning and implementation; ensure program outcomes are being met; provide support to Program Managers; provide leadership in the areas of the program implementation, contract reporting and fiscal oversight. This role will also oversee specific training for the Programs team across Insight Housing, ensuring best practices, consistency, and communication.

 

Essential Duties and Responsibilities 

 

   Program Management

  • Supervise and support HCS, Albany, and Shelter Plus Program Managers in their duties (developing and maintaining services trackers, tracking program goals and outcomes, responding to City, County, and Federal information requests, developing management tools to run programs effectively).
  • Meet with direct reports once per week to ensure adherence to job duties (including time sheets, fulfillment of job descriptions, management support).
  • Review and ensure all program documentation complies with grant requirements.
  • Conduct program participant chart audits at least twice a year.
  • Ensure program participants receive appropriate services as required by our contracts.
  • In partnership with Insight Housing Leadership and the compliance team, ensure CARF Accreditation compliance and goals are met.
  • Work closely with Insight Housing Leadership to ensure monthly spending is aligned with budget requirements and program goals.
  • Build and maintain collaborative relationships with all of our city and county partners and represent Insight Housing at external meetings, as necessary.
  • Represent Insight Housing and speak at community engagements, as necessary.
  • Serve as the liaison between our Roads Home Program and the Coordinated Entry System (CES) and local HUD-VASH program.[1]
  • Act as primary program liaison with other outside community partners, as needed.
  • Responsible for completion of all monthly, quarterly, and annual contract reporting.
  • Build and maintain collaborative relationships across Sacramento Region County’s Continuum of Care.[2]
  • Ensure quarterly internal file audits take place across programs
  • Support in federal and local grant applications.
  • Perform other tasks as assigned.

 

     Training and Systems

  • Analyze current program-specific training available across Insight Housing to identify gaps and needs.
  • Research and create program-specific training to ensure best practices and consistency.
  • Develop systems to track training requirements and needs.
  • Lead and organize quarterly trainings and manager meetings for all program staff.
  • In conjunction with the Director of Supportive Services, hire, train, and evaluate program staff.
  • In collaboration with Human Resources (HR), conduct new hire onboarding and ongoing staff training.
  • Oversee and manage Agency Dashboard for program data and inputs, ensuring compliance and updated data is available for analysis and grant deliverables.

 

 

Qualifications, Skills, and Abilities

  • Bachelor’s degree in Social Services or related field required.
  • Ability to complete CPR/First Aid Training.
  • 3-5 years’ direct experience providing services to Veterans or individuals experiencing homelessness, mental health, substance abuse or other social issues. Translatable military experience, relevant internship and volunteer experience, and strong administrative experience will be considered.   
  • At least 3 years' experience with staff supervision and managing a program serving individuals experiencing homelessness, mental health, or behavioral health issues. Demonstrated leadership and strong administrative skills will be considered.
  • Commitment to serving individuals experiencing homelessness. Understanding of and sensitivity to issues related to homeless, low income, mentally disabled, and chemically dependent persons.
  • Must be proficient in use of computer and Microsoft office suite (Word, excel, outlook and TEAMS).
  • Experience with Homeless Management Information System (HMIS) a plus.
  • Ability to interact in a supportive and professional manner with staff and program participants of diverse cultural and economic backgrounds.
  • Ability to provide good customer service. Communicate effectively and maintain a calm demeanor in stressful situations.
  • Capable of working independently and as part of a team.
  • Excellent written and oral communication skills
  • Excellent interpersonal and crisis intervention skills with a can do and flexible attitude. Ability to work well under high pressure.
  • Ability to maintain professional conduct, attitude, and appearance at all times.

 

Special Requirements

  • This position requires frequent driving.  A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
  • Must be able to receive and maintain criminal and credit records clearance.
  • Must be able to obtain TB clearance
