Insight Global is seeking a highly experienced Chief Utilities Engineer to provide strategic leadership and operational oversight for a large public-sector utilities organization. This individual will serve as a key leader responsible for utilities public affairs, private utilities transfers, emergency operations, and cross-departmental coordination on major capital improvement initiatives. In this role, you will act as the primary liaison between Utilities and other departments, external agencies, and governing bodies, ensuring alignment with regulatory requirements, organizational goals, and long-term infrastructure planning. You will lead policy analysis, develop recommendations on complex operational issues, and guide legislative, communication, and intergovernmental strategies at the local, state, regional, and federal levels. The Chief Utilities Engineer will also oversee emergency preparedness and response efforts, serving as Incident Manager during utility-related emergencies in coordination with the County Emergency Operations Center (EOC) and other emergency response partners. Additionally, this role includes significant people leadership responsibilities, contract negotiations, and high-level presentations to elected officials, community stakeholders, and the public.
REQUIRED SKILLS AND EXPERIENCE
- Bachelor’s degree in Civil Engineering or a related engineering discipline
- Has an active PE in the State of Florida 8 years of progressively responsible experience in a public-sector public works or utilities environment Including at least 4 years of management or leadership experience
- Strong knowledge of: Capital improvement programming and comprehensive planning
- Engineering standards of care and public works best practices Regulatory compliance (Land Development Codes, Comprehensive Plans, FEMA regulations, etc.)
Compensation:
$120,000 to $145,000 per year annual salary.
