Job Summary

This position works under the direction of the Assistant Vice Chancellor for Design & Construction. The Program Manager supports multiple colleges and universities in the planning, design, and construction of facilities that meet the educational needs of today's students. Working under the direction of the Assistant Vice Chancellor for Design and Construction, the Program Manager coordinates capital improvement projects from design through construction completion. The Program Manager leads the team selection process, coordinates review and approval of design and construction document submittals and manages and tracks projects budgets and schedules.

Responsibilities

  • Manages and coordinates capital improvement projects, from design through construction completion in accordance with the Board of Regents' Building Project Procedures Manual and the

State Construction Manual; Responds to campuses' general and specific questions regarding USG's policies and procedures for capital improvement projects;

  • Coordinates and conducts professional consultant selections and contract negotiations;
  • Works closely with institutions, consultants and various state and regulatory agencies;
  • Provides peer review and support to major institutions as well as professional and technical support to smaller institutions;
  • Involved in strategic planning, master planning, needs assessments, capital planning, facilities planning, programming, and design and construction;
  • Assists in the preparation of Board agenda items for project authorization and consultant appointments;
  • Develops and manages capital project budgets;
  • Assists institution with the selection of the appropriate project delivery method;
  • Monitors design and construction schedules;
  • Tracks current project information, including project authorizations, funding status, contracts, budgets and schedules;
  • Serves as a resource on all issues related to construction project management and facilities management;
  • Coordinates the owner's review and approval of all design and construction documents submittals;
  • Participates in construction job-site inspections;
  • Other duties as assigned.

Required Qualifications

  • Bachelor's degree required.
  • Minimum of 3 years of related experience required.

Preferred Qualifications

  • Bachelor's in architecture, engineering, building construction or related field.
  • Experience with planning, design and construction of historic structures and/or background in historic preservation preferred.
  • Professional registration is desired.
  • Minimum of 5 years of diverse field and office experience in architecture, engineering, construction management, facilities management and/or operations; and a proven background in project management, including the coordination of the project team, as well as multiple disciplines such as structural, civil, HVAC, environmental, etc.

  • Knowledge of Board of Regents policies and procedures
  • Knowledge of general building design and construction techniques;
  • Ability to manage multiple projects of varying complexity and in various phases of implementation;
  • Ability to work independently and as part of a team, as necessary;
  • Strong organization skills;
  • Strong written and verbal communication skills;
  • Strong interpersonal skills;
  • Deadline-driven;
  • Attention to detail and accuracy;
  • Ability to travel, as required, within the State of Georgia.
  • Proficiency in word processing, spreadsheets and capital project management software;
  • Ability to use email, internet and meeting scheduler software
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations;
  • Ability to write reports and business correspondence;
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
  • Ability to work with mathematical concepts and fundamentals of geometry and trigonometry;
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
