Organizational Unit Overview

Eastern Area Health Education Center (Eastern AHEC) is a private, nonprofit educational organization affiliated with East Carolina University (ECU). The mission of Eastern AHEC, in accordance with the Statewide AHEC Program, is to provide and support educational activities and services with a focus on primary care in rural communities and those with less access to resources to recruit, train, and retain the workforce needed to create a healthy North Carolina. Eastern AHEC functions in close collaboration with East Carolina University, and with the other NC University programs in Nursing, Allied Health, Public Health, Medicine, and Pharmacy, as well as other institutions of higher education. Eastern AHEC serves 23 counties in the eastern part of the state and is one of nine centers located in North Carolina. Governance is by a Board of Directors with representation from regional health care institutions, the community at large, and the community college system. Mental Health Education provides services to the five Area L counties as well as the 23 counties in our region. The administrative structure of Eastern AHEC consists of an Executive Director, a Chief Administrative Officer, a Director of Fiscal Services, a Director of Information & Technology Services (ITS), a Director of Communication, a Director of Educational Support Services, and six Division Directors which includes; Quality Support Center, Public Health / ORPCE / and Student Services, Mental Health Education, Nursing and Allied Health Education (the approved provider unit), Continuing Medical Education / Dental / Pharmacy CE Education, Pharmacy Education and Library Services.

Job Duties

The Brody School of Medicine (BSOM) Eastern Area Health Education Center (Eastern AHEC) department at East Carolina University is seeking a (12-month, stated-definite term) Community Health Improvement Consultant – Public Health Practicums. The Community Health Improvement Consultant – Public Health Practicums (CHIC-PHP) plays a vital role in building North Carolina’s public health workforce by developing, implementing, and evaluating structured practicum experiences for undergraduate and graduate students in accredited public/population health programs. This position is housed within the Community Health Improvement team at Eastern AHEC and operates under the leadership of the Eastern AHEC Elizabeth City Office, which currently leads the NC AHEC Community Health Improvement (CHI) initiatives. Working in collaboration with the NC Department of Health and Human Services (NCDHHS), Division of Public Health staff, the NC Association of Local Health Directors (NCALHD), academic institutions, and community partners, the CHIC-PHP ensures that students are placed in rural, community-based public health settings to apply core competencies in Community Health Assessment (CHA), Results-Based Accountability™ (RBA), and community improvement planning.

This position partners with the North Carolina schools and departments of public/population health, the North Carolina Association of Local Health Directors (NCALHD), and the North Carolina Division of Public Health (DPH) to place students in rural clinical practice settings during their final year of study. The goal is to integrate core public health skills through structured community-based experiences. This position plays an integral role in advancing Results-Based Accountability capacity in North Carolina in alignment with Healthy NC 2030 and the NC State Health Improvement Plan (NC SHIP). The CHIC-PHP will work a flexible schedule and travel statewide as needed. This position will work independently while contributing to a team-based environment. With little supervision, this position will manage multiple projects and activities on a routine basis.

Capacity Building (40%):

  • Ensure participating faculty and students receive foundational training in Community Health Assessment (CHA), Results-Based Accountability (RBA), and the Clear Impact Scorecard platform to strengthen practice-based learning in community improvement planning and performance monitoring. This position designs and delivers the training in conjunction with others.
  • Build and sustain partnerships with academic programs, local health departments, and community organizations.
  • Collaborate with public health coaches to provide consultation (developing the preceptor, ensuring assignments meet certain parameters, etc.) to practicum host sites.
  • Serve as lead faculty in RBA concepts for use in community health assessments, improvement plans, and AHEC programmatic work. Lead the entire process related to the grant. Ensure all Aspects of the structure practicum experiences are organized and completed.
  • Support alignment between academic instruction and current public health practice, including the comprehensive community health assessment, through faculty consultation. Plan, consult, coordinate, and deliver education to faculty and preceptors in order to ensure alignment with program goals.
  • Offer job placement assistance to students completing practicum experiences.

Planning (30%):

  • Identify, recruit, and coordinate public health faculty and students each semester for participation in community-based clinical practicums.
  • Plan, schedule, and support structured, community-based practicum experiences across rural North Carolina. Ensure structured experiences are cohesive in that the requirements of a Practicum aligns with academic parameters, all to support the goals of the grant.
  • Maintain consistent, effective communication with schools/departments of public/population health, NCALHD, and DPH.
  • Perform other duties as assigned.

Evaluation/Reporting (30%):

  • Design and implement evaluation tools to collect feedback from students, faculty, and community preceptors.
  • Maintain records of program participation and assess program impact using the three core RBA performance measures for each cohort:
    • How Much: Volume of participation and training completed
    • How Well: Satisfaction and quality of the experience
    • Better Off: Skills gained or professional growth indicators
  • Direct quality improvement actions. Track participation and outcomes, monitor project progress, and prepare periodic reports and presentations for funders and stakeholders. Recommend program changes to stakeholders; implement agreed-upon changes.

Minimum Education/Experience

Master’s degree or other post-baccalaureate degree in public health, a health profession, health education, social work, education, or related adjacent field; OR will accept in substitution a bachelor’s degree and two years’ experience in public health, health education, education, leadership in community health, workforce development, or management. All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education

  • Certified in Results-Based Accountability™ OR two years’ experience actively using the RBA framework.
  • Strong understanding of academic-practice partnerships and student field placements.
  • Experience with Clear Impact Scorecard, a shared platform for collective impact.
  • Experience using adult learning principles, inclusive of curriculum development, program planning, delivery methods, and evaluation.
  • Experience in planning, implementing, and evaluating continuing education programs.
  • Proficiency in, or a high level of comfort in, Microsoft Word, Excel, PowerPoint, and Outlook.
  • Proficiency in evaluation and data reporting tools, data tracking, and data visualization.
  • Effective communication skills, both written and verbal, with individuals at all levels.
  • Experience with public speaking and formal presentations.
  • Proven leadership, planning, organization, and project management skills.
