Environmental Health and Safety Manager

Overview

This person must possess broad knowledge and experience in all aspects of chemical health and safety, workplace safety standards, environmental compliance, and industrial hygiene to serve as the technical expert and program manager for the environmental health and safety programs, including chemical hygiene and hazard communications.

Qualifications

EDUCATION

• Associate's Degree Technical certificate in Environmental Science, Environmental Technology, or related discipline, OR equivalent combination of education and work experience. Required
• Training in hazardous waste handling and workplace safety, or the ability to become trained. Required
• Bachelor's Degree in environmental science, industrial hygiene, or a related field. Preferred
• Working knowledge of current Occupational Health and Safety Administration (OSHA) regulations. Required
  
  

LICENSES AND CERTIFICATIONS

• Valid and in State Valid Driver's License. Required
• RCRA (Resource Conservation and Recovery Act of 1976) or ability to become trained as required. Preferred
• DOT (Department of Transportation) Hazardous Waste Regulations for storing and shipping of wastes. Preferred
• Hazardous Waste Operations and Emergency Response (HAZWOPER) certification. Preferred
• OSHA-10 & OSHA-30. Preferred

Experience

• Work experience showing evidence of reliability and responsibility. Required
• Formal experience with compliance standards for chemical and biological materials. Preferred

• Must be organized, capable of working independently and as a team member in a service environment, and handling multiple assignments. Required
• Competent in the use of computers, including Microsoft Excel, Word, PowerPoint, and email/internet programs. Required
• Highly service-oriented with good interpersonal, written, and oral communication skills to impart health and safety information to workers of differing backgrounds. Required
• Demonstrated strong interpersonal skills, including the ability to deal effectively with people in a variety of job classifications. Required
• Capable of demonstrating PCT-supplied safety equipment and lifting/moving materials weighing up to 30 pounds. Required

Responsibilities

Environmental Health and Compliance responsibilities:

• Ensure environmental compliance across utility systems, waste management, emissions, water treatment, and energy systems.
• Ensure compliance with permitting – including air, water, waste, energy, and building system requirements – and lead responses to audits, inspections, and enforcement actions.
• Act as liaison with college and external offices to maintain the College's regulatory environmental compliance.
• Maintain compliance with DEP’s air quality permitting requirements.
• Develop site surveys and databases of all emitting devices, sites, and sub-sites that have the potential to emit Volatile Organic Compounds (VOC) or Hazardous Air Pollutants (HAP).
• Develop and administrate cleanup of any VOC or HAP Agents at this site and all sub-sites, making sure proper documentation and disposal are conducted under current Department of Environmental Protection (DEP) and Environmental Protection Agency (EPA) regulations.
• Maintain the College's air quality permits up to date.
• Ensure annual submission of AMES report is completed and submitted by March 1 of each year.
• Maintain main campus generator run times for annual reporting.
• Maintain compliance with DEP’s safe drinking water program.
• Maintain proper documentation for drinking water wells.
• Coordinate with private lab vendors, water operations, and the DEP.
• Ensure sampling and reporting is occurring in compliance with PWSID 4410949.
• Maintain water resource program compliance.
• Maintain compliance with MS4 program.
• Maintain and report SRBC docket 2025-176 consumptive use readings.
• Maintain water meter calibration in accordance with SRBC guidelines.
• Coordinate hazardous material spill response and recovery.
  

Chemical Hygiene Officer Responsibilities

• Establish, maintain, and annually revise the Chemical Hygiene Plan (CHP) and ensure alignment with the College's Emergency Operations Plan.
• Work as the CHP liaison to internal departments as well as external agencies as appropriate to ensure compliance with applicable codes, laws, and regulations.
• Provide technical expertise to help departments develop Standard Operating Procedures for operations, particularly for high-hazard operations that might include explosives, select carcinogens, highly reactive materials, etc.
• Conduct regular inspections of the physical space, materials, and equipment in all laboratories, preparation rooms, and chemical storage rooms where hazardous materials are used to assess hazards in the labs and convey deficiencies to laboratory personnel.
• Conduct regularly scheduled hazardous chemical inventories and maintain an up-to-date inventory log. In addition, ensure that all hazardous chemicals are appropriately labeled and that all Material Safety Data Sheets (MSDS) or Safety Data Sheets (SDS) are available to employees.
• Work with administrators and other employees to develop and implement appropriate chemical hygiene policies and procedures.
• Manage procurement, use, storage, and disposal of chemicals in conjunction with Academic Affairs.
• Develop, maintain, and conduct chemical health and safety training annually.
• Provide general chemical safety guidance to department staff, students, and faculty.
• Review reports of lab accidents, incidents, chemical spills, and near misses and make recommendations to help reduce or eliminate these events.
• Responds as part of an emergency team to incidents involving hazardous materials and chemical spills.
• Serve as a member of the College's Campus Safety Committee.
• Manage the waste disposal program in conjunction with Academic Affairs.
  
  

Safety Officer Responsibilities

• Provide mandated staff development activities in coordination with the Office of People and Culture.
• Right-to-Know training.
• Specialized equipment operator training (forklift, personnel lifts, etc).
• Routine workplace safety training.
• Ensure workplace compliance with OSHA, DLI, or local regulations as required.
• Perform periodic workplace safety compliance inspections and job hazard analyses, and provide recommendations.
• Maintain and distribute primary SDS sheets for hazardous materials.
• Coordinate with General Services leadership to provide toolbox talks, safety briefs, and other awareness tools to be used as weekly training topics.
• Track workplace injuries and ensure appropriate controls are in place to mitigate further injuries.
• Participate in routinely scheduled safety committee building tours with property and risk insurance representatives.
• Manage and maintain all data and inspection reporting required for compliance.
• Create, administer, and maintain environmental compliance and standard operating procedures for hazardous materials management.
• Provide technical expertise and support on occupational safety issues, including regulations, control methods, and best practices.
• Provide rapid response for hazardous situations.
• Maintain inspection and compliance records for life safety equipment (harnesses, fire pumps, fire extinguishers, eyewash stations, etc.).
• Monitor and supervise all campus department representatives to ensure compliance with established procedures and job duties.
  

Additional Responsibilities

• Serve as the General Services Divisional representative to the campus safety committee.
• Responsible for grease trap and pit waste disposal.
• Operate, monitor, and document storage tank monitoring systems.
• Coordinate the storage and routine disposal of campus hazardous materials.
