Job Summary

The Detective Lieutenant is responsible for supervising investigative operations and ensuring thorough and accurate handling of serious criminal cases. This position oversees a Detective Sergeant, the Cyber Crime Investigator and is responsible for a wide range of investigative, supervisory, and administrative duties, including crime scene management, evidence handling, and coordination with external legal entities. The Detective Lieutenant plays a critical role in ensuring the safety, security, and integrity of investigations and department operations. The Detective Lieutenant may also perform police and patrol supervisory work in accordance with federal, state, county, and municipal laws and college policies and needs of the agency.

This position is designated as Campus Security Authority (CSA) and is responsible for reporting crimes and other incidents to the Clery Act Compliance Officer for inclusion in the Annual Campus Security Report in accordance with the Federal Clery Act and GGC policy.

Responsibilities

Supervision and Leadership:

  • Supervise and direct the activities of the Detective Sergeant and Cyber Crime investigator ensuring the effective performance of investigative duties.
  • Provide guidance and oversight during criminal and Cyber Crime investigations, including crime scene management, evidence collection, and case preparation.
  • Review and approve police incident and accident reports for accuracy, completeness, and compliance with departmental policy.
  • Supervise, coordinate, and participate in patrol activities, surveillance, crime scene investigations, accident investigations, and emergency response situations.

Investigative Duties

  • Conduct thorough investigations of criminal activity, interviewing witnesses, gathering evidence, and preparing cases for court.
  • Collaborate with the Gwinnett County District Attorney's Office and Solicitor's Office to ensure criminal cases are fully prepared for court proceedings.
  • Conduct internal investigations at the discretion of the Chief of Police.
  • Perform background checks and participate in interviews of potential new employees.

Administrative And Operational Support

  • Serve as the property/evidence and records custodian, ensuring the proper storage, security, and disposal of property and evidence in compliance with state and federal laws.
  • Maintain the integrity of the evidence room, verifying evidence reports, preserving the chain of custody, and coordinating the transport of evidence to appropriate crime labs for analysis.
  • Administer the Electronic Warrant Interchange (EWI) and Live Scan systems.

Technology And Documentation

  • Proficiently use Microsoft Office Suite, law enforcement databases, and internet resources to conduct investigations, manage reports, and maintain records.
  • Perform periodic audits of property and evidence inventory.
  • Ensure accurate tracking and documentation of property and evidence using computerized systems.

Interpersonal Skills And Community Engagement

  • Maintain effective working relationships with campus community members, law enforcement personnel, and legal professionals.
  • Serve as a liaison between the Georgia Gwinnett College Police Department and external agencies.

On-Call And Emergency Response

  • Be on-call for emergencies, and available to respond after regular business hours, including nights and weekends.
  • Perform duties as a patrol shift leader when required by the agency.
  • Perform duties as the Police Operations Officer when required by the agency

Required Qualifications

  • 4 Year / Bachelor's Degree
  • Five years of law enforcement experience with a minimum of three years in a police supervisory or investigative capacity
  • Twenty-one years of age or older
  • Georgia POST Certified with Basic Law Enforcement Mandate and be in "Good Standing" NOTE: Passing or qualifying scores are adopted from the requirements set by the Georgia Peace
  • Officers Standards and Training Council
  • Maintain annual certification and state training requirements and any additional requirements of the institution
  • Pass pre-employment testing (if applicable), criminal history check (no felony convictions or convictions of moral turpitude), background check, physical, drug test, psychological and/or polygraph exam, and credit history check
  • Possess and maintain a valid Georgia Driver's license

Preferred Qualifications

  • Experience as a police supervisor or investigator
  • POST certified instructor

Proposed Salary

56,800 - 71,000

Salary offer will be dependent on candidate's experience and qualifications, internal equity considerations, budget availability, and salary administration guidelines.

Knowledge, Skills, & Abilities

  • Knowledge of law enforcement, criminal law and/or security and criminal procedural law terminology
  • Skilled in using law enforcement databases, evidence management software, and tools like EWI and Live Scan systems.
  • Knowledge of community policing principles and programs
  • Strong leadership skills to manage and mentor a team of detectives and law enforcement personnel.
  • In-depth knowledge of criminal investigation methods, including crime scene management, evidence collection, and suspect interrogation
  • Ability to handle sensitive investigations and evidence with the highest level of confidentiality and integrity.
  • Familiarity with state and federal laws regarding criminal investigations, evidence handling, and courtroom procedures.
  • Knowledge of emergency management principles and procedures
  • Skills in verbal and written communication with the public in routine and in difficult situations (victims of crimes and witnesses)
  • Skills in basic computer use (Word, Excel, Internet)
  • Ability to physically control violent persons and exercise good judgment and self-control in the discharge of duties on a college campus with little or no supervision
  • Ability to qualify with approved firearm as required by agency policy and Georgia POST standards
  • Ability to carry barricades to control traffic and wear a police uniform with a duty belt containing handgun, ammunition, handcuffs, baton, bullet resistant vest, and a handheld radio
  • Ability to lift and carry injured people to ambulances
  • Ability to push automobiles away from traffic scenes, climb flights of stairs to respond or investigate incidents, to rescue injured people, or to apprehend violent or combative individuals
  • Ability to define elements within federal, state, county, municipal laws and College regulations
  • Ability to perform shift work as required and attend court when scheduled to provide appropriate testimony on behalf of the college
  • Ability to learn radio codes and terminology in order to communicate clearly via two-way radio
  • Ability to establish effective relationships with students of varying ages in order to respond to problems or incidents and determine appropriate action
  • Ability to establish and maintain good working relationships with supervisor and co-workers
  • Ability to display professionalism, politeness, and good manners when dealing with co-workers, management, and the public
  • Ability to work under pressure and time constraints
  • Ability to organize and prioritize work
  • Ability to understand and follow oral and written instructions and to read materials written in English
  • Ability to observe unusual or extraordinary events and to relate them to specific situations
  • Ability to use less lethal and lethal weapons (to include firearms)
  • Ability to remember names, faces, details of accidents, and to memorize locations, buildings, and places on campus
  • Ability to analyze situations and to adopt quick and effective courses of action with due regard to surrounding circumstances
  • Ability to complete forms for reporting activities and prepare clear and comprehensive reports
