Period of Performance:Start Date: 01/02/2026 End Date: 12/31/2026Place of Performance:On-site 1709 New York Ave, Washington, DCInterview Process:Initial phone screening followed by an in-person or video interview (MS Teams / WebEx).Project Description:Deploy and integrate Jira SaaS in Atlassian Gov Cloud (AGC) with other systems in use at the Board.Background:The DevOps Engineer (specifically Jira Platform Engineer) will serve as the technical owner of Jira SaaS in the government cloud and is responsible for administering, configuring, and integrating the application within the enterprise technology ecosystem. This role consolidates collaborative planning tools transitioning from Azure DevOps (on-prem) and GitLab (on-prem) to Jira while enabling and scaling Agile practices across the organization.The ideal candidate is technically proficient, strategically minded, and has a strong understanding of Agile methodologies, DevSecOps workflows, and enterprise system integration.Requirements:The candidate shall possess the knowledge and skills set forth in the Technical Services BOA, Section 3.2.2.1 for the Senior DevOps Engineer category. Additional required experience includes:Jira Administration & EngineeringAdminister, configure, and optimize Jira SaaS for enterprise Agile delivery.Design and maintain workflows, issue types, screens, fields, and automation rules.Manage user permissions and governance.Monitor license utilization and collaborate with procurement on renewals.System Integration & DevelopmentDesign and maintain integrations between Jira, GitLab, and ServiceNow using Okta, REST APIs, and middleware.Automate data synchronization and troubleshoot integration pipelines.Align integrations with enterprise security and compliance standards.Develop and maintain technical documentation and best practices.Agile EnablementWork with the Agile Transformation Office to optimize Jira for Agile practices.Provide guidance to Scrum Masters and Product Owners.Support Agile metrics and reporting (velocity, burndown, cycle time, etc.).Support transition from Azure DevOps Boards, GitLab, or hosted Jira to Jira SaaS.Knowledge/Skill Requirements:Bachelor s degree in Computer Science, Information Systems, or related field (or equivalent experience).3 years of hands-on experience administering or engineering Jira (self-hosted or SaaS).Proven experience integrating enterprise platforms such as GitLab and ServiceNow.Proficiency in scripting (Python, PowerShell, JavaScript) and REST APIs.Strong understanding of Agile (Scrum, Kanban, SAFe) and DevSecOps.Experience migrating from Azure DevOps or similar tools to Jira.Preferred:Familiarity with Atlassian ecosystem (Confluence, Bitbucket) and marketplace apps.Experience in DevSecOps or Platform Engineering environments.Knowledge of FISMA, SOX, and FedRAMP compliance.Federal government experience preferred.Atlassian certifications (ACP-620, ACP-120, or equivalent).Deliverables:Administer, configure, and integrate Jira SaaS for government cloud.Consolidate collaborative tools from Azure DevOps and GitLab to Jira SaaS.Build secure integrations between Jira SaaS, ServiceNow, and GitLab for end-to-end visibility.
