The Operations Manager is responsible for direct supervision of health center staff and volunteers to ensure that all operational goals and objectives are accomplished in accordance with policies and procedures. Plan, organize, and direct daily health center activities. The Operations Manager must ensure all regulatory compliance and quality requirements are met.

Education: A minimum Bachelor’s Degree is required. A Master’s Degree is preferred. Prefer coursework as it relates to a degree in Business, Health Care Administration, Public Health or related field.
Experience: A minimum of 3 years’ experience in health care settings, working directly with medical providers, patients, and community organizations, and directly supervising staff. At least one year of supervisory experience in ambulatory and/or outpatient care setting.

Under the supervision of the Operations Director, the Operations Manager is responsible for the management of assigned health center site/location operations. The Operations Manager is responsible for direct supervision of health center staff and volunteers to ensure that all operational goals and objectives are accomplished in accordance with policies and procedures. Plan, organize, and direct daily health center activities. The Operations Manager must ensure all regulatory compliance and quality requirements are met.
Essential Functions
- Manages and oversees the daily health center operations, including facility and personnel management to ensure efficient and effective health center performance. Performs personnel functions such as hiring, orienting and training, FMLA, and disciplinary actions, as appropriate.
- Assists in communicating a shared vision within assigned health center locations, which motivates others to achieve operational goals and objectives.
- In collaboration with the Medical and/or Dental Director, provides oversight of health care provider staff and work performance, relevant to health center operations and program objectives.
- Coordinates building maintenance with the Facilities Management division or third-party property owners accordingly. Assures compliance with safety procedures and protocols and OSHA requirements.
- Participates in the organization, coordination and modifications of new and existing health center sites.
- Manage health center budgets for assigned locations; Provides budgeting recommendations and participates in the planning and preparation of the budget for assigned health center sites and programs; monitors revenue and expenses and prepares reports and purchases supplies.
- Under the direction of the Operations Director, drafts and revises operating policies as necessary; implements and monitors policies and procedures for programs and departments.
- Partners with the Operations Director to analyze services and programs of assigned health center locations; determines staffing, program and service delivery needs, and budget requirements for new and existing locations.
- Provides management coverage as operational needs arise.
- Coordinates work schedules and adequate staffing to meet operational needs of assigned health center locations; makes staffing adjustments as needed to meet service delivery demands.
- Partners with labor unions and the Human Resources department on identifying, addressing and resolving personnel-related matters.
- Under the direction of the Operations Director, represents the health center at various external meetings and community events. Develops outreach materials and conducts community presentation as requested.
- Partners with the Operations Director to implement strategies that expand services and enhance patient care delivery.
- Manages, facilitates and drives performance improvement activities, including process improvement, patient satisfaction, patient and staff safety initiatives.
- Coordinates quality assurance programs including monitoring and developing corrective action plans, and reporting as needed. Monitors compliance for state and national accreditation.
- Ensures adequate professional development and in-service training for all staff. Develops/implements training materials and conducts/facilitates in-service trainings as needed.
- Collaborate with applicable internal and external stakeholders to ensure that all health center programs and services meet applicable local, state and federal guidelines, and grant requirements.
- Performs other duties as assigned.
- Must adhere to departmental standards in regard to HIPAA and other privacy issues.
- During a public health emergency, the employee may be required to perform duties similar to, but not limited, to those in his/her job description.
