TITLE: Assistant Resident Engineer

LOCATION: John F. Kennedy International Airport (JFK)


Summary:


The Assistant Resident Engineer plays a critical role in the successful delivery of complex construction projects at John F. Kennedy International Airport, with a focus on taxiway/runway paving and lighting systems, building improvements, civil site work, utility upgrades, and traffic maintenance. Reporting directly to the Resident Engineer, this position ensures projects are completed on time, within budget, and in full compliance with contract requirements. The role demands strong technical oversight, effective stakeholder coordination, and meticulous documentation to safeguard operational continuity at one of the nation’s busiest airports. The individual will serve as the primary on-site construction manager, providing leadership, resolving issues, and supporting project execution across diverse disciplines including civil, electrical, environmental, and plumbing systems.

Responsibilities:
  • Act as the day-to-day Construction Manager for assigned projects, reporting directly to the Resident Engineer.
  • Assist in coordinating with JFK Airport Facility, operations personnel, and other stakeholders to ensure efficient project progress with minimal disruption to airport operations.
  • Develop and maintain a thorough understanding of contract documents, supporting the Resident Engineer in interpreting and enforcing contract provisions.
  • Advise on contractor disputes and assist in resolving issues through established contractual and administrative processes.
  • Supervise and mentor field staff to ensure accurate monitoring of construction activities, proper installation verification, and complete, accurate documentation.
  • Review contractor submittals and Requests for Information (RFIs), ensuring timely dissemination of updates on contract changes and revisions.
  • Review and approve daily field inspection reports and narratives for accuracy and completeness.
  • Track classified work items, time-and-material (T&M) tickets, and other project records to ensure accountability and compliance.
  • Prepare Extra Work Orders, Net Cost Change Orders, Field Ordered Work, and associated cost estimates.
  • Review contractor payment applications for accuracy and contract compliance; assist in preparing monthly project progress and financial status reports, and proactively identify and escalate risks or issues.

Requirements

Requirements:
  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • Minimum of ten (10) years of experience managing construction projects ranging from $500,000 to $5 million or greater, including multi-crew and multi-shift operations.
  • Valid driver’s license required.
  • Ability to obtain and maintain a JFK Airport Security Identification Display Area (SIDA) badge.
  • OSHA 30-hour Construction Safety certification required, including training in fall protection, Maintenance and Protection of Traffic (MPT), confined space entry, and permit-required confined space entry.
  • Ability to support non-standard work hours, including night and weekend shifts, and extended hours as project demands require.
  • Proficiency with eBuilder and Microsoft Office Suite (Word, Excel, Outlook).
  • Strong knowledge of construction management practices, contract administration, project documentation, and stakeholder coordination.
